About the Role:
You will serve in a key Finance & Administration leadership role that reports to the Utility Rates & Capital Finance Manager and collaborates across finance leadership to ensure the suite of Finance services are provided with unified and coordinated excellence.This position serves the critical role of managing a team that coordinates the debt financing and cash management activities of the largest infrastructure agency at King County. WTD manages a complex debt portfolio and plans and executes financing for new capital project expenditures including bond financing and state and federal loan applications. These investments allow the County to keep the regional wastewater system operating meet the needs of a growing service area and comply with substantial regulatory requirements. The successful candidate has a combination of experience that demonstrates technical acumen in banking debt treasury finance modeling and a record of building and leading successful teams.
About the Team:
This position is within WTDs Finance and Administration (F&A) Section which serves the essential role of ensuring that financial resources are in place to fund the Divisions priorities and decision-making is well-informed regarding financial risk optimization trade-offs financial equity and compliance. In managing WTDs large portfolio of financial activities and processes F&A performs numerous functions including rate-setting budget development and oversight capital finance contracting technology services central service administration accounting audit and compliance payroll utility billing and more. What You Will Be Doing:
- Leads a small team of high performing strategy and analytics professionals who will look to you to bring both strong technical competencies and the leadership skillset that prioritizes building positive work culture effective communication and listening applying both empathy and accountability supporting professional development through training and coaching and exhibiting courage to address challenges in a timely and thoughtful way.
- Collaborates with a team of finance managers covering functions that include budget development and oversight procurement and contracting accounting and audit technology and administrative services and utility billing. This role works closely with the Rates & Financial Planning Supervisor who leads the financial forecasting that will inform sizing and structuring issuances.
- Leads a Debt Management team that:
- Manages a debt portfolio of $3.5 billion including optimization activities variable rate debt and a commercial paper interim financing program.
- Leads financing activities for a capital program projected to fund and finance over $11 billion in the coming decade
- Leads a team to identify capital project candidates and apply for subsidized loan opportunities with the State Revolving Fund Public Works Board and EPA Water Infrastructure Finance and Innovation Act
- Researches opportunities to expand the utilitys access to new or innovative funding sources or approaches
- Collaborates with the Countys central debt management team financial advisor and bond counsel on debt strategy and transactions
- Works with the Divisions accounting team and the Countys financial advisor to prepare the Official Statement for bond transactions and on new or updated legislation enabling WTD financing activities
- Prepares rating agency presentations
- Serves on the County debt team
Experience Qualifications Knowledge Skills
Qualifications You Bring:
- Must have specific experience in debt issuance and financial market analysis.
- Must have at least bachelors degree in quantitative supporting area - either economics business finance or other field that would support quantitative analysis subject matter expertise
- Financial Acumen -Interpreting and applying understanding of key financial indicators to make better business decisions.

Supplemental Information
Working Conditions:
- Remote and Onsite Work Details:Employees in this role work remotely from a home location with onsite reporting requirements typically monthly. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St Seattle WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the departments vision of Green Where We Work.
- Requirement:Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
- Work Schedule:This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
- Union Representation:This position is represented by the Teamster Local 117. Pursuant to Western Conference of Teamsters Pension Trust $2.00 per hour from the base wage will be submitted to the Western Conference of Teamsters Pension Trust Fund.
