Job Description

The Cable TV Unit performs two main functions for the City: It oversees the daily operation of the Government Access Channel and it houses the Cable Franchise Authority which is responsible for regulating the cable franchises in the City.

Philadelphias Government Access channel is used by the City to convey important information to the citizens of Philadelphia regarding their City and City Government. The majority of our programming consists of live broadcasts and replays of public hearings press conferences and City meetings such as Phillystat and Planning Commission meetings. Our channel can be viewed over both Comcasts and Verizons cable systems and we also stream the channel from a link that can be found at the Citys website. 

A/V Setups

The CATV Unit is also in charge of the daily audio and video setups for the Mayor and City Council in City Hall. This includes all meetings/public hearings/events/press conferences. 

Other duties:

The CATV Unit is often asked to provide DVD or digital copies of video recordings or to transcode recordings for online streaming.  And the Unit maintains and operates the City Hall tower cameras Council Chambers security cameras the audio/visual conference rooms in One Parkway Building the PhillyStat room and also assists City Departments with Audio/Visual requirements at various meetings & events.

Government Access Studio

On the 7th floor of City Hall is our Television Studio which offers all our clients the ability to create videos or even produce a live broadcast for the Government Access channel.  

The Senior Producer is responsible for overseeing the production and broadcast of cable television programming ensuring high-quality content and seamless technical execution. This role involves managing broadcast operations supervising production teams and troubleshooting technical issues related to audio-visual hardware software and network systems. The Senior Producer plays a key role in maintaining broadcast standards supporting live and recorded productions and driving innovation in television content creation.

Essential Functions

Television Content Creation & Production

  • Develop produce and edit high-quality television programming for the citys cable channel.
  • Oversee the creation of public service announcements press conferences and special programming in collaboration with city officials.
  • Capture and edit raw footage both in-house and across the city to support broadcast needs.

Government & Public Affairs Coverage

  • Assist the Mayors Communications Office in producing televised content including press events and public outreach initiatives.
  • Support City Council members by producing announcements press conferences and special programming.
  • Provide A/V coverage for mayoral events in the Mayors Reception Room and Conversation Hall.

Live Event Broadcasting & Technical Operations

  • Cover live events public hearings and city meetings ensuring high-quality video and sound production.
  • Operate and maintain cameras recording equipment and sound systems at various events.
  • Manage the scheduling and programming of the television channel as assigned.

Technical Oversight & Equipment Maintenance

  • Monitor broadcast systems troubleshoot technical issues and ensure seamless production workflows.
  • Use testing equipment to identify and resolve audio and video defects in broadcast operations.
  • Keep supervisors and staff informed of system problems scheduled maintenance and any production delays.
  • Stay up to date with evolving trends and technology in television production.

Collaboration & Special Projects

  • Work closely with city departments officials and external partners to deliver compelling and informative programming.
  • Establish and maintain effective working relationships with all city employees to streamline production efforts.
  • Support special projects and additional production needs as assigned by leadership.

Competencies Knowledge Skills and Abilities

  • Knowledge of television and audio/visual hardware
  • Advanced network skills/knowledge such as email and Microsoft Office
  • Excellent interpersonal and communication skills
  • Customer Service oriented
  • Excellent problem-solving skills

Qualifications :

  • Extensive experience in television production broadcast operations or a related field.
  • Proficiency in operating and troubleshooting audio-visual hardware broadcast equipment and editing software.
  • Strong leadership and project management skills with the ability to oversee multiple productions simultaneously.
  • Experience in technical problem-solving related to broadcast systems networks and production workflows.
  • Ability to work in a fast-paced environment ensuring timely and high-quality content delivery.
  • Strong communication and collaboration skills to work effectively with technical teams producers and stakeholders.


Additional Information :

Salary Range: $70000 - $80000

Starting salary to be determined based on experience and qualifications.
