The Work Unit:

This work unit exists to: support the Construction Permits Title V Operating Permits Oil and Gas Construction Permits and Inventory units of the Air Pollution Control Division (APCD) by checking for completeness logging in and properly coding a large volume and variety of permit applications and APEN submissions into a complex computerized tracking system (referred to as the Permit Tracking System or PTS) in a timely manner as well as properly processing permit and APEN cancellation requests in PTS; provide information and assistance to Division staff permit applicants the public and local agencies in regard to the status of permit applications; consult with Division staff and management on policy and procedures concerning application completeness reviews the application log-in process and PTS; provide training (formal and informal) to inspectors engineers and other staff on log-in procedures completeness reviews and the use of PTS; support making policy decisions during LEAN and other process improvement projects as they relate to workflow and data system improvements; provide other Division staff applicants and the public with interpretations clarifications and policy guidance regarding air quality regulations standards and requirements for stationary sources.

What you will be doing

The purpose of this position is to apply theories principles and models of the physical sciences to the review and evaluation of air permit applications and to work closely with permitting and inspection staff to ensure that data is complete and accurate. In order to get accurate data this position must be able to interpret emissions data and calculate emissions in order to identify errors in calculations and provide guidance to applicants which in turn helps sources get into and maintain compliance with regulations and permit requirements. This position will carry out established processes and operations by learning to apply and follow procedures techniques rules and regulations. This position must possess advanced quantitative technical skill sets including scientific and mathematical proficiencies as well as the ability to learn a wide variety of technical analysis procedures in order to appropriately review application materials to determine compliance with regulatory and permit-specific requirements search records for background information analyze pollution data and make informed decisions regarding processing methods. The position must develop proficiency in collaborating with a diverse set of stakeholders including the general public regulated entities and other work units within the APCD in order to implement existing standard operating procedures. This position also frequently works closely with other work units throughout the Division on process improvement and the development of new work procedures as warranted by fluctuations in business needs and changes in regulations.

Job Duties:

APEN Review Analysis and Database Update
  • Reviews construction permit applications and APENs uses various engineering and scientific principles to analyze what type of action is requested ascertains whether the necessary information is contained in the application and then electronically captures the application in the permit tracking system by properly coding the emission points service type source type etc. in accordance with established procedural guidance. This position must rely on their understanding of the overall business process and requirements of various individual work units as well as many different emission source types to select the appropriate processing method; once the correct processing method has been determined the individual steps and end result are clearly defined in work unit SOPs.
  • XA/XP Pilot Process: This position processes applications and issues exemption letters for specific source types to reduce the permitting backlogs. This requires thoughtful application of scientific principles with a thorough technical analysis of application materials and understanding of our regulations.
  • Application Rejection Process: This position reviews application materials for completeness accuracy and relevance. A thorough technical and regulatory analysis is required in order to determine if an application should be rejected.
  • Routinely monitors data integrity and makes necessary corrections when discrepancies are found or reported directly to this position. Works with immediate supervisor to address frequently observed issues so that appropriate training can be provided to staff members as needed.
Process Improvement
The position in conjunction with other units and staff within the program supports the design & implementation of new database system functionalities and workflow processes to improve the effectiveness of program resources. This duty involves transmitting information from the end-user to the supervisor so that both parties understand what is needed from the data systems and workflow processes. This job duty may involve testing of software as it is presented by the contracting company and relaying any anomalies or problems that are encountered with the development (test) system to the supervisor and contracting company so that issues are addressed before the software is placed into production. This requires a thorough understanding of both our regulatory and business needs.

Customer Service
Interacts with Division staff permit applicants the public and local agencies to provide information regarding the status and completeness of permit applications. Serves as a resource to staff outside of the work unit on use of the Permit Tracking System (PTS) application completeness and workflow procedures. Maintain and update as needed a working knowledge of APCD permitting and inspection procedures and thresholds in order to provide informed responses to inquiries from internal and external stakeholders. Maintain and update as needed a working knowledge of APCD invoicing practices and procedures in order to provide informed responses to inquiries from internal and external stakeholders.

Cancellation Request Review Analysis and Database Update
Reviews cancellation request documents analyzes the selected reason for cancellation ascertains whether the necessary information is contained in the cancellation document and then logs the cancellation data into the tracking system by properly coding the emission points service type etc. in accordance with established procedural guidance. This position must rely on their understanding of the overall business process and requirements of various individual work units as well as many different emission source types to select the appropriate processing method; once the correct processing method has been determined the individual steps and end result are clearly defined in work unit SOPs.

Other Duties as Assigned
Attends meetings serves on task forces or teams completes projects and performs other duties as assigned by the supervisor.

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:

Four (4) years of relevant experience in physical and/or biological science environmental science engineering or a field closely related to the work assigned to this position


OR


Education and Experience:

A combination of related education and/or relevant experience in physical and/or biological science environmental science engineering or a closely related field equal to four (4) years


PREFERRED QUALIFICATIONS

In addition to the minimum requirements the successful candidate in this position will have the following experience:

  • Knowledge and experience interpreting or implementing state and/or federal air quality regulations
  • Data analysis and reporting skills
  • Outstanding skills and abilities in verbal and written communications along with effective listening skills
  • Ability to apply new technologies
  • Ability to work well independently as well as in or with a team
  • Excellent organizational skills; the ability to set track and accomplish priorities goals and timetables to achieve maximum productivity knowing the status of activities at all times
  • Knowledge of and ability to apply concepts and principles of environmental science
  • Strong technology skills including databases word processing spreadsheets etc. and ability to adapt new technologies to improve processes
  • Excellent critical thinking skills
