SUMMARY

This position is within the Charlotte Fire Department Strategic Planning Division. This position manages the development implementation documentation and evaluation of the departments essential processes including its data quality management processes and its continuous improvement program. These processes directly support the fire departments accreditation and rating cycles through the Center for Public Safety Excellence (CPSE) and ISO (Insurance Services Office; Public Protection Classification (PPC) and Fire Suppression Rating Schedule (FSRS)) programs. The position utilizes a broad high-level understanding of the department to improve process efficiency and ensure consistent applicable transfer of knowledge between experts.

Major Duties and Responsibilities

  • Coordinates with accreditation manager accreditation team program managers and other stakeholders on peer assessment visits and accreditation documents.

  • Develops implements and revises the departments QA/QI program including the formation and regular meetings of a co-lab (or similar).

  • Records existing processes and retains supplemental documentation for programs responsibilities to close institutional knowledge gaps.

  • Monitors inspects and proposes measures to correct or improve processes.

  • Drafts and consults with other divisions on drafting appropriate data and process-related departmental policies and ensures appropriate updates are made.

  • Performs and/or coordinates/monitors - depending on the type of data - comprehensive concurrent and retrospective fire data reviews in a timely manner using criteria recorded in policies and procedures.

  • Develops implements and executes quality standards performance measuring benchmarking and score card reporting.

  • Serves as the leader of the departments quality assurance and quality improvement co-lab; attends department and co-lab meetings and other pertinent meetings to ensure the organizations overall QA/QI plan implementation and compliance.

  • Maintains current knowledge of FESSAM performance indicators and other accreditation standards and advises affected programs proactively of changes.

  • Attends job-related consortiums and conferences.

  • Serves as an accreditation peer assessor/peer team leader.

  • Works alongside COOP manager/team to ensure the COOP is updated and tested regularly.

  • Supervises the work of assigned personnel including assigning and reviewing work providing guidance and conducting performance evaluations.

  • Performs other duties as assigned.

  • Project management applications; Smartsheet preferred

  • Analytical problem-solving and decision-making skills

  • Ability to work independently and collaboratively with all levels of the organization especially senior leadership.

  • Proven understanding of quality improvement terminology methods and tools

  • Proven understanding of fire service terminology

ADA and Other Requirements:
Positions in this class typically require grasping talking hearing seeing and repetitive motions.

Physical Requirements:
Essential and marginal functions may require maintaining physical conditions necessary for sitting standing climbing or walking for extended periods of time.
Light to moderate lifting and carrying; some crouching stooping squatting crawling reaching pushing and pulling when performing tasks.
Adequate vision hearing and speech required.

Sensory Requirements:
Concentrated and attentive use of one or more senses (visual audio and other sensory modalities) for proofreading data entry and tabulating data.
Ability to operate in an environment with frequent interruptions from people and/or noises which in return could result in some level of stress fatigue or strain.
Comprehensive written information in work-related documents.
Ability to hear understand and distinguish speech.

Working Conditions:
Work is performed in an indoor and outdoor environment with moderate exposure to atmospheric conditions moderate exposure to environmental conditions and frequent exposure to computer screens files and phone.

Minimum Qualifications

  • Requires a bachelors degree

  • Requires at least three (3) years of relevant experience

  • Ability to demonstrate excellent oral and written communication

  • Ability to demonstrate creativity curiosity and how might we approach to challenges

Preferred Qualifications

  • Exposure to fire service or closely related field

  • Experience in change management and process development

  • Six Sigma and/or Lean

  • Active CPSE peer assessor/peer team leader

  • COOP Practitioner I

  • Experience with GIS/ESRI

CONDITIONS OF EMPLOYMENT
