The Position
VTA is seeking a Maintenance Instructor to provide training for maintenance personnel on the proper service repair and upkeep of Way Power & Signals (WP&S) systems. This includes but is not limited to track signals substations overhead lines related test equipment light rail vehicles and associated vehicle systems as well as the use and maintenance of vehicle test equipment.

The Ideal Candidate
The ideal candidate is a highly skilled professional with at least five years of journey-level experience as a mechanic or technician inone or a combinationof the following areas:

  • Light Rail Vehicle (LRV) repair and maintenance
  • Overhead catenary systems
  • Traction power substations
  • Light rail signal systems
  • Track maintenance
  • General vehicle mechanical systems

We also welcome individuals with a strong teaching background specifically those with five or more years of experience instructing on light rail vehicle maintenance electronics or other mechanical skills.

What Youll Be Doing
Definition
Under general supervision the Maintenance Instructor - LR trains and supervises maintenance personnel in the proper service repair and maintenance of light rail vehicles and related vehicle systems use and maintenance of vehicle test equipment shop tools and equipment; coordinates vendor and on-the-job training; and develops and delivers professional training plans course materials and curricula.


AboutLight Rail Vehicle Maintenance and Way Power and Signals
Light Rail Vehicle (LRV) Maintenance and Way Power and Signals is part of the Guadalupe Light Rail Division. LRV Maintenance is located at the Guadalupe Light Rail Division and is responsible for timely and reliable maintenance preventive maintenance inspections repair and servicing of light rail vehicles and service equipment. After a light rail vehicle returns from revenue service at the end of each day Maintenance performs an interior inspection/walk-through of the vehicle analyzes the Operator Defect Card performs a visual inspection of the vehicle undercarriage performs exterior and interior cleaning cleans and repairs windows and seating and removes and repairs graffiti and vandalism. Regular preventive maintenance is performed at prescheduled cycles every 60000 and 120000 miles to ensure optimal performance efficiency safety and reliability.

Way Power & Signal Maintenance is located at the Zanker Building. Way Power & Signal Maintenance is responsible for timely and reliable maintenance preventive maintenance inspections repair and servicing of the light rail right-of-way rail system power tracks signals station facilities and related equipment. Components of the Way Power & Signal unit are:

  • Station & Wayside Maintenance: Station & Wayside Maintenance maintains and repairs (including graffiti removal) light rail stations terminal buildings restrooms park & ride lots landscaping fences guardrails and other trackside areas. The staff is currently located at the Cerone Division.
  • Track Maintenance: Track Maintenance maintains (including right-of-way weed eradication vegetation control and graffiti removal) performs preventive maintenance inspects services and repairs rail switches ties roadbed and track systems.
  • Power Maintenance: Power Maintenance maintains (including trackside right-of-way tree trimming) performs preventive maintenance inspects repairs and services light rail electric power systems including overhead substations lighting and other electrical systems.
  • Signal Maintenance: Signal Maintenance maintains performs preventive maintenance inspects repairs and services signal systems crossing gates fare machines SCADA (Supervisory Control and Data Acquisition) controls and station audio/video equipment.
  • Passenger Facilities Maintenance: Passenger Facilities Maintenance maintains performs preventive maintenance inspects repairs and services all VTA-maintained passenger facilities including bus stops. Services include: bench installation painting and repair core drilling for poles at new bus stops garbage collection trash receptacle installation and relocation graffiti abatement litter removal pressure washing red curb painting signage inspection route updates and sweeping services. Janitorial services for transit centers are provided daily through a Facilities Maintenance service contract with a third-party vendor.

Essential Job Functions

Typical Tasks

  • Plans organizes and teaches classes for maintenance personnel on the proper use of the computerized maintenance management information system;
  • Plans develops organizes and conducts training for maintenance personnel in proper service repair and maintenance of light rail vehicles catenary sub-station signals and track in accordance with VTA policies and procedures;
  • Plans organizes and teaches classes for maintenance personnel on the safe and proper handling of high voltage;
  • Develops and teaches classes in safe and proper repair troubleshooting and maintenance of light rail vehicle systems including electrical/electronic components truck overhaul wheel truing air conditioning heating air brake systems and other related repairs;
  • Develops and implements training programs on new vehicles equipment and methods;
  • Prepares and assembles clear and concise tests lesson plans and course curricula visual and mechanical aides and written materials supplementing oral and hands-on instruction;
  • In consultation with shop supervision evaluates the work of maintenance personnel for training purposes and recommends training needed;
  • In consultation with Employee Services develops testing for the purpose of evaluating job applicants for maintenance employment;
  • May perform vehicle inspection tasks for quality assurance purposes;
  • Prepares correspondence reports procedures and maintains records;
  • May represent VTA at disciplinary hearings;
  • Conducts needs assessments and analysis and acts as a resource to maintenance management on safety technical proficiency and productivity issues;
  • Consults with engineering warranty safety environmental materials transportation and other training staff in the development of training programs and standard operating procedures;
  • Develop and deliver training and certification programs in compliance with federal state and local laws and regulations;
  • Assists in developing coordinating and evaluating the delivery of vendor technical and/or maintenance training programs;
  • Supervises maintenance personnel attending training classes may provide discipline to maintenance personnel and may supervise clerical or support staff;
  • Stays current on new technologies and methods in light rail maintenance and WPS;
  • Performs related duties as required.

Minimum Qualifications

Employment Standards

Sufficient training education and experience which demonstrate the ability to perform the above tasks and the possession of the following knowledge and abilities.


Development of the required knowledge skills and abilities is typically obtained through a combination of training and experience equivalent to five (5) years as a journey-level mechanic or technician working with catenary sub-station signals track maintenance and/or light rail vehicle repair


or


five (5) years teaching light rail vehicle maintenance and repair electronics systems or mechanical skill areas


or


five (5) years as a journey-level mechanic or technician in automotive medium/heavy truck heavy equipment marine technology military equipment or industrial facilities maintenance and repair.


Possession of a valid drivers license and the ability to qualify for and maintain a California Class B license is required. Experience in a supervisory or lead capacity is preferred.

  • Industrial safety and general shop safety rules and regulations and hazardous materials handling and storage regulations as applied to light rail maintenance shops;
  • Principles of quality assurance including preventative maintenance;
  • Theory operation and use of computers and computerized diagnostic and test equipment.

Ability to:
  • Work off shift and odd hours as assigned;
  • Provide effective training to maintenance personnel in light rail maintenance practices theory and skill incorporating new methods technology and approaches as appropriate;
  • Develop clear concise and effective curricula schedules course materials audio/visual aids administrative and technical procedures;
  • Make effective presentations;
  • Provide effective hands on training in a high voltage environment;
  • Supervise train counsel and take effective action to correct performance problems of subordinate maintenance and support personnel as assigned;
  • Plan schedule prioritize and organize the work of a maintenance shop for optimal effectiveness and efficiency of production while meeting established standards and deadlines;
  • Stay current on and master new technologies and methods in light rail maintenance;
  • Prepare and administer effective written oral and practical tests;
  • Inspect and report on the quality of maintenance work;
  • Interpret and apply laws rules regulations and labor contract provisions;
  • Prepare correspondence reports and analyze data with recommendations;
  • Estimate parts needs repair costs and shop supply requirements;
  • Work independently;
  • Establish and maintain a productive and motivational training environment in and out of the classroom and cooperative and effective working relationships with those contacted in the course of work.
