Primary Purpose of Position:

DNCR Human Resources is seeking a well-roundedLeadHR Technicianto join our Division HR team at the North Carolina Zoo! The Lead HR Technician is responsible for the daily aspects of recruitment employment and salary administration functions. In addition the position assists in other HR functions as needed such as time administration benefits workers compensation temporary employment and retirement consultations.This rolefrequently interacts with managers employees applicants and other divisions/agencies.

Key Responsibilities include but are not limited to:
  • Leading the day-to-day aspects of recruitment and selection.
  • Posting and screening applications in NeoGov using HR best practices policies and procedures.
  • Coordinating the division-wide salary administration system through reviewing and processing salary recommendation packages.
  • Creating and approving PA Actions in the OSC Integrated HR-Payroll System.
  • Providing technical guidance to employees and managers.
  • Ensuring compliance with HR applicable laws regulations and policies.
  • Overseeing benefit programs- ensuring information on the State Health Plan NC Flex Plans and supplemental health and savings plans is provided to all new hires during onboarding and current employees during open enrollment and qualifying life events
  • Overseeing leave of absence programs- ensuring compliance with LOA programs such as Family Medical Leave (FMLA) Family Illness Leave (FIL) Voluntary Shared Leave (VSL) Paid Parental Leave (PPL) Military Leave etc.
  • Monthly and biweekly time administration- ensuring all time has been entered for both permanent and temporary employees assisting with entering and approving time.
  • Overseeing Temporary Employment Compliance- performing audits to ensure all temporary employees are employed within State policy. Assisting division staff with processing temp staff employment requests; both direct hire and through Temporary Solutions.
  • Processing Disability paperwork and ensuring monthly certifications have been received and HR-Payroll entries are completed.
  • Assisting HR Manager with administration of the workers comp program and entering claims into the third-party administrator database.
  • Completing and tracking retirement paperwork.
  • Serving as the unemployment contact for reported claims.
  • Providing technical guidance to employees and managers.
  • Ensuring compliance with HR applicable laws regulations and policies.

Position/Physical Requirements:
  • Working in a fast-paced environment meeting strict deadlines and handling multiple tasks simultaneously
  • Adapting to sudden priority changes that may occur within the Department and/or Division
  • Occasional day and/or overnight travel may be required for on-site visits or training
  • May require working overtime to meet deadlines.
  • Work schedule is typically Monday to Friday 8:00am to 5:00pm
