Job Description

    Essential Function:

    Basic & Essential Functions:

    1. Control Area Operations and Monitoring

      1. Monitor and Maintain control area operations within required NERC and WECCcompliance parameters.
      2. Responsible for hourly checks of Interchange numbers and any Interchange corrections required with adjacent balancing areas.
      3. Monitor and Maintain the Districts compliance with the NWPP Reserve Sharing Program requirements.
      4. Monitor WECC communication network messages and provide messages and responses as required.
      5. Review of SOPs and compliance material as assigned.

    2. Transmission Operations and Dispatching

      1. Monitor Transmission system conditions and take appropriate action as required up to and including manual load shedding to prevent harm to neighboring control areas/balancing authorities and prevent cascading outages on the system.
      2. Coordinate outages; manage switching and Safe Clearance requirements.
      3. Coordinate outage investigation and system restoration.
      4. Coordinate operations and outages with adjacent control areas

    3. Distribution Operations and Dispatching

      1. Administer District Callout Procedure as required.
      2. Distribution Dispatcher after hours weekends and holidays.
      3. Customer contact during afterhours outages.
      4. Fill out and route Trouble Reports as afterhours Distribution Dispatcher.

    4. Mid-Columbia Hourly Coordination Operations

      1. Control generation resources and the river hydraulics within all the non-power constraints.
      2. Manage Mid-Columbia Hourly Coordination Program and make manual corrections as required to maintain the operation of the Mid-Columbia (Mid-C) river system. This includes the implementation of operations created by non-power constraints on the system.(Under the direction of the Mid-Columbia Coordinator and Operations Technical Advisor or designee)
      3. Primary real-time contact to Mid-C owner operators all participants in Mid-C generation contracts and agencies involved in Columbia River operations
      4. Maintain Station and Hourly Coordination Logs to the satisfaction of the Chief Dispatcher and the Mid-C Hourly Coordination Operating Group.

    Other Essential Functions:

    Education:

    Must possesscurrentNERCPowerSystemOperatorCertificationattheReliabilityAuthorityor BalancingInterchangeandTransmissionOperationsLevel. B.S. degree in engineering field strongly desired.

    Experience:

    Minimum five years experience working as a NERC certified dispatcher at a utility or ISO. WECC region experience preferred. Experience with hydro generator dispatch preferred. Equivalentexperienceandtrainingas determinedbytheDistrictmaybesubstituted.

    The District will administer training requirements and records.

    The District is committed to providing training time and materials necessary to acquire and maintain current professional certification and qualifications required to maintain employment status with the District.

    Selection Criteria:

    The District retains the right of selection for the Power System Operator progression.

    First consideration shall be given to District employees but the District may hire as it determines necessary to meet System Operation requirements
