SUMMARY
The CBI Compliance Specialist will play a key operational role in supporting compliance reporting and engagement efforts for the Bank of America Stadium and Panthers Fieldhouse renovation projects. This position ensures that vendors and contractors are consistently meeting participation goals documenting payment activity and remaining in alignment with City policy and the CBI Programs requirements. While this position is primarily dedicated to compliance responsibilities for the Bank of America Stadium project it may also support additional compliance activities across other Charlotte Business Inclusion initiatives as needed.
Key Responsibilities:
Conduct routine monitoring of contracts with MWSBE goals; ensure payment confirmations and utilization documentation are current and accurate
Provide one-on-one assistance to contractors and subcontractors with data entry goal tracking and payment reporting in the Citys supplier diversity system
Investigate and resolve goal discrepancies or reporting inconsistencies within a defined SLA (Service Level Agreement)
Coordinate training sessions for vendors and City department staff regarding the CBI Program and compliance requirements
Serve as a resource during site visits pre-construction meetings and vendor onboarding sessions
Participate in the development and revision of compliance policies procedures and documentation templates
Support outreach events and workshops related to the stadium project and overall business inclusion programming
Maintain accurate and timely records of all compliance actions inquiries and resolution steps
Collaborate with the Lead and City staff to implement continuous improvement efforts and feedback loops
Work with City liaisons to send reports and review submitted data for completeness and accuracy
Required Knowledge Skills & Abilities:
Strong attention to detail and ability to navigate complex compliance systems and software
Strong written and verbal communication skills particularly with diverse external stakeholders
Ability to manage multiple tasks and prioritize assignments in a fast-paced project-driven environment
Familiarity with MBE WBE SBE DBE or other business inclusion programs and their role in public-sector procurement
Ability to translate technical reporting requirements into practical guidance for vendors and staff
Proven ability to follow standard operating procedures while also contributing to their enhancement
Preferred Qualifications:
Bachelors degree in Business Administration Public Administration Urban Affairs or related field
Two to five years of experience in compliance procurement MWBE/DBE program management or construction-related reporting
Familiarity with data and contract management systems such as B2GNow PeopleSoft Workday or similar
Knowledge and understanding of government contracting practices and compliance standards
Minimum Qualifications:
Bachelors degree in Business Administration Public Administration Urban Affairs or related field
Two to three years of experience in compliance procurement MWBE/DBE program management or construction-related reporting
CONDITIONS OF EMPLOYMENT
The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes but is not limited to: reference checks social security verification education verification criminal conviction record check and if applicable a credit history check sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidates written authorization before obtaining a criminal background report motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process candidates may be asked to take a skills test and/or participate in other assessments.
