NATURE OF WORK:

This position supports and provides leadership to the business support unit in Fire & Protective Services to facilitate the implementation and maintenance of business solutions. This includes ongoing planning and facilitation of priority setting managing stakeholder expectations while performing and directing day-to-day support activities.

The Senior Business Solutions Specialist (SBSS) provides advanced expertise in the administration and support of the various hardware and software used by the Branch as well as integration with other City applications such as GIS and On-Call. As the expert the SBSS trains and mentors the other Business Solutions Specialists (BSSs) in the branch and provides all levels of staff with support and guidance to troubleshoot the most complex scenarios.

This position works with all Departments Branches to gather and document business requirements and define detailed technical specifications for system customizations and enhancements. The SBSS works closely with the Technology Department to deliver on those requirements while adhering to Technology governance processes and service management standards.

The Senior Business Solutions Specialist maintains collaborative relationships with staff in other branches and Departments such as GIS Regina Police Service and Building Standards as well as external agencies and vendors. These relationships are vital to ensure successful integration of business processes between departments.

DUTIES AND RESPONSIBILITIES:

  • Typically the knowledge skills and abilities required are obtained through completion of a University degree in Business Administration Computer Science or other related discipline combined with a minimum four (4) years of progressively responsible experience acquiring implementing and providing ongoing support for corporate business solutions.
  • Experience in analytical and operational aspects of business systems and workflow processes as they relate to municipal operations would be an asset.
  • Process improvement and project management experience would be an asset.
  • Conducts needs assessments develops business requirements analyzes business processes assists with detailed systems designs and provides training.
  • Supports existing business technology solutions by prioritizing requests analyzing requirements coordinating implementation and scheduling required training.
  • Supports complex issue resolution.
  • Educates and influences the branch; helping to identify and address the technology related solutions that will improve business effectiveness and clarify the implications and issues inherent in various technology related projects programs and initiatives.
  • Leads projects using project management techniques practices and software.
  • Performs and oversees analyst functions concurrently on several projects and / or systems.
  • Manages software vendor relationships. Ensures requirements are reported accurately to vendor and solutions are tested for completeness in alignment with City standards and implemented in a timely manner.
  • Provides direction and mentors BSSs and Department staff to deliver new business solutions and support existing ones.
  • Monitors and assesses emerging technologies and how they could be used to improve business area operations and provides recommendations for adoption.
  • Identifies implications that corporate and major system upgrades will have on the branch and works with Technology to develop and implement modifications to existing systems and interfaces.
  • Leads branch user testing of new application releases upgrades enhancements etc. Develops test plans and provides guidance to BSSs department trainers and end users during the execution of those test plans.
  • Acts as a key contact with Technology and other departments where required and represents the branch and participates in special studies projects upgrades etc.
  • Provides support for vehicle-installed emergency response hardware and related software used by operational staff.
  • Effectively communicates complex issues in an easily understood manner to non-technical staff.
  • Coaches and educates staff in the effective use of their systems and interfaces through formal/informal training report writing and project support.
  • Researches identifies tests and utilizes desktop development tools in order to effectively analyze design develop and implement enhancements to existing systems.
  • Performs related duties as required.

QUALIFICATIONS:

  • Demonstrated skills and extensive knowledge of business analysis software analysis and software testing and techniques including analyzing management information reports.
  • Knowledge of systems analysis design and development techniques methodologies and processes. Knowledge of basic business analysis techniques methodologies and processes.
  • Knowledge of the principles of computers and computer programming.
  • Demonstrated skill with SQL Crystal Reports or similar data query tools to create effective reports and presentations of data in text and graphical formats.
  • Ability to engage and collaborate with large groups and document the development and implementation of technical solutions.
  • Ability to work independently demonstrating sound judgement and initiative to establish priorities while taking into consideration the complexities of the issues and required deadlines.
  • Ability to use project management techniques practices and software.
  • Ability to instruct and train departmental staff on processes procedures software and hardware.
  • Ability to express ideas effectively in oral and written form with particular emphasis being placed on the ability to support the Department in the preparation of policies and procedures.
  • Ability to establish and maintain effective working relationships in a team environment. Ability to communicate effectively with senior level stakeholders.

WORKING/OTHER CONDITIONS:

  • Must possess a valid drivers license or the means and ability to travel within the City of Regina.
  • May require a criminal record check.

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Reginas Criminal Record Check Policy.
  • Proof of education is required.
  • Additional assessments may be conducted to evaluate competencies skills and knowledge.
