DURATION: 4 months (extendable)


BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP is the worlds largest humanitarian agency fighting hunger worldwide. Each year on average WFP feeds more than 90 million people in more than 70 countries. Recognizing that the delivery of food assistance is inherently linked with accessing energy to produce process preserve and consume this food WFP is looking at ways to strengthen its programmes by including sustainable Energy for Food Security activities.
Energy access is pivotal in both saving lives in displacement settings and emergency situations as well as changing lives with resilience and development interventions.
The need for cooking fuel can be the cause of deforestation and tensions with the host community for competition over fuelwood resources and even lead to conflict. Indoor air pollution from traditional cooking practices is also a concern with about 3.2 million premature deaths being the result of respiratory diseases. Cooking with biomass takes long time keeping women from productive activities meaningful engagement with their communities and decision making. WFP promotes modern cooking solutions through market based approaches and conditional cash transfers.
At the same time energy is crucial to achieve economic development and increasing resilience. Energy can strengthen most of the activities that constitute WFPs portfolio of interventions.
The impact of WFPs food distribution programme in schools for example can be amplified by introducing modern clean and affordable energy solutions for schools and their surrounding communities. Children can provide the entry point to transfer innovation to rural households while procurement of local fresh food can finance smallholder farmers to access better technologies to increase the quantity and quality of their goods.
Ensuring access to energy is a building block to creating viable local food systems streghtening Home Grown School Feeding Programmes.

The Sustainable Energy Partnerships is part of the Climate and Resilience Service based in the WFPs Headquarters where it provides thought leadership capacity building engages with donors and represents WFP within the wider energy sectors it pilots innovations and supports field staff with guidance on access to energy.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. FIELD SUPPORT. a) Support the implementation of projects by HQ; b) Provide technical andstrategic assistance to COs and RBx on proposal design facilitate or undertake assessmentsfeasibility studies and reviews; c) Provide technical assistance in recruiting talent for energyprogramming; d) Ensure that M&E and reporting tools are refined and being utilised in country offices
facilitate external technical support as needed; e) Identify entry points for energy interventions in Countries Strategic Plans; f) Provide mentoring support to readers of the e-learning Energy Delivery Model package coordinating with RBx.
2. PPROGRAMME COHERENCE. a) Develop and maintain integrated approaches into WFP flagship programmes such as School Meals and Emergency response; b) Support the development of tools such as GIS school mapping assessment tools on MoDa integration of energy collection data in survey tools such as SAMS and School Connect; c) Support the testing of the new CRF tCO2e indicator and environmental guidelines for energy interventions.
3. RESOURCE MOBILISATION. a) Elaborate papers reports brochures to support fundraising efforts and WFP positioning externally in the energy sector. Prepare proposals and other fundraising materials including liaison with Partnerships offices. Help to identify funding opportunities for WFPs country and global activities; b) Contribute to secure secondments for COs; c) Support the design of proposals; d) Contribute to develop a carbon scheme to capture carbon savings by efficient cookstoves introduced in schools e) Support the development of/contribute to funding proposals related to planet-friendly school meals.
4. THOUGHT LEADERSHIP. a) Represent WFP and nurture partnerships in platforms such as: UN Energy GPA Efficiency for Access coalition SOLCO GeCCo CCA IEA; b) Draft publications maintain the WFP energy webpage update and the Energy Manual; e) Participate to access to energy related events f) Facilitate energy partnerships g) Contribute to events and conferences and follow up: actions for the Alliance on resilient development from Food System Summit Clean Cooking Compact from HLDE / Clean Cooking.

5. MANAGEMENT. a) Manage the HQ Sustainable Energy Partnerships; b) Oversee the HQ budget of Sustainable Energy Partnerships; c) Coordinate the work of the growing team of WFP energy experts in RBx and COs worldwide to ensure a common vision and coordinated action also through the SharePoint Platform.


DELIVERABLES AT THE END OF THE CONTRACT:
Complete a mapping of E4FS interventions
Guidance and Webinar on sustainable energy delivery models for agri-food value chains dev.
Support implementation of ongoing projects and fund raising initiatives at HQ RB and CO level.
Clean Cooking (CC) Strategy: Finalize tools and material to disseminate the CC strategy.
Planet-Friendly School Meals Concept: Clarify the positioning and ambition especially around climate-smart and regenerative agriculture in alignment with the clean cooking strategy.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in science: physics engineering or economics with a focus on energy systems and the environment. Additionally master level education on communication diffusion of innovations and behavioural science is considered a strong advantage
Experience:
Minimum 20 years post graduate work experience in programme management in developing countries and/or in response to humanitarian emergencies.
Proven track record of developing successful funding proposals and resource mobilization.
Demonstrated management and team leading skills entrepreneurial mindset and ability to inspire. Experience in the private sector start ups incubation technology and innovation is considered an asset.

Demonstrated ability to provide thought leadership internally and in the wider access to energy sector supported by pubblications relevant for the energy access field.

Excellent communication skills to convey clear messages to audiences ranging from decision makers to technical staff and the general public.
Experience with the development of training curricula/toolkits and running of trainings/workshops on energy topics.
Extensive network of contacts among energy practitioners and a record of relevant publications on energy access is highly desirable.
Thinks innovatively and blends big ideas with realistic execution
Ability to solve problems use initiative and manage work under limited supervision;
Knowledge & Skills:
Excellent understanding of market based approaches and energy delivery models is required as it is familiarity with the main technologies such as fuel-efficient stoves pico solar biogas and mini-grids; experience of energy business models and value chains; awareness of cross-cutting issues related to energy such as environment health gender and livelihoods.
Excellent writing speaking and analytical skills with the ability to synthesise information that is understandable by a variety of audiences
Ability to programme in Visual Basic and ODK
Languages: Excellent English and French (written and verbal)
