Job Description

DEFINITION

Real Property Agent I/II - Land Use

The current opening is a full-time position with benefits in the Real Property and Right of Way Section of the Land Use Division of the Department of Public Works. This hands-on position primarily works on appraising and acquiring easements for transportation projects following the Uniform Act. Prior experience working for an agency qualified by Caltrans with Level 1 or higher right of way status is desirable. Strong technology skills interpersonal skills persistence and the ability to foster consensus as well as the ability to explain project impacts to the public in simple terms are necessary to be successful in this position. The ability to become a California Notary Public is desirable. This position requires frequent site visits and meeting with the public at locations throughout the county.


Oral Exam Schedule: In person oral examinations are tentatively scheduled for 07/08/2025. However oral examinations via MS Teams may be granted for candidates not residing in Humboldt County who cannot attend in person.

Work Schedule:Monday through Friday 8:00 AM to 5:00 PM; 1 hour lunch. However overtime hours and/or shifting your working schedule may be needed for work on certain projects.

What Youll Do:
  • Prepare appraisals of real property.
  • Acquire easements from the public for transportation projects.
  • Read and plot legal descriptions.
  • Keep accurate records; maintain and organize files; and perform research.
  • Work independently and meet project deadlines.
  • Use Microsoft Office Suite to prepare correspondence email agenda items deeds agreements appraisals reports and other documents.
  • Visit project sites and meet with the public.

Under general supervision performs professional level work related to the appraisal acquisition management improvement transfer sale and disposal of real property and provides technical assistance related to the permitting process for encroachment and transportation activities; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

Real Property Agent I is the entry level in this professional series. Initially under close supervision incumbents work primarily in the management of property and are expected to become increasingly knowledgeable and carry out assignments with increasing independence. This class is alternately staffed with Real Property Agent II and incumbents may advance to the higher level after gaining two years of experience and demonstrating proficiency which meet the qualifications of the higher level class.

Real Property Agent II is the journey level class in this series fully competent to conduct real property management assessment research and analysis on moderate to difficult
projects. The work requires the exercise of considerable independence in preparing real estate studies and proposals. This class is distinguished from Senior Real Property Agent in that the latter performs the most complex sensitive and technical real property work and may provide lead direction and training to Real Property Agents and associated staff.

EXAMPLES OF DUTIES

  • Prepares and maintains files of County lease agreement and amendments; provides and negotiates repairs and maintenance for leased properties; ensures that leased properties are appropriately insured.
  • Prepares and maintains files of airport lease agreements; ensures that all lease provisions are maintained.
  • Negotiates for the purchase sale and lease of real property.
  • Inspects and appraises real property to determine fair market value; reviews real property appraisals provided under contract.
  • Researches and prepares legal descriptions of real property under County control.
  • Negotiates contract terms relating to real property transactions with businesses and private parties; prepares acquisition documents legal descriptions deeds and escrow instructions and analyzes conditions of title.
  • Meets with property owners to present appraisal and formal purchase offer; obtains deeds and purchase contracts from property owners; initiates condemnation court orders if sale agreement cannot be secured.
  • Performs studies regarding vacant or occupied properties for future purchase and conducts rent surveys.
  • Processes the abandonment of public rights of way.
  • Researches right-of-way documents and provides technical information to agencies businesses and private parties.
  • Prepares permits for encroachment and transportation activities insuring standards of the County encroachment ordinance; prepares right-of-way documents and maintains related files.
  • Assists in the preparation of resolutions for presentation to the County Administrative Officer and the Board of Supervisors.
  • Prepares periodic and special reports related to real estate activities.
  • Confers with the public and others and answers questions regarding the use lease acquisition and sale of real property and issues and concerns related to the County encroachment ordinance.
  • Maintains accurate records and files.

QUALIFICATIONS

NOTE: The level and scope of the knowledge and skills listed below are related to the duties as defined under Distinguishing Characteristics.

Knowledge of:

  • Principles and practices of real property management acquisition and disposal.
  • Principles and practices of right-of-way condemnation and other public agency real property matters.
  • Real estate law and land ownership transaction procedures and instruments particularly as related to the public agency transactions.
  • Methods of performing fair market value appraisals.
  • Techniques of dealing with the public particularly in hostile or difficult situations.
  • Office administrative practices and principles including filing methods and the operation of common office equipment.

Skill in:
  • Preparing and reviewing legal descriptions of property contracts and other property-related documents.
  • Negotiating favorable real estate contract terms and conditions.
  • Collecting and analyzing comparable market income and building data for appraisals.
  • Analyzing interpreting explaining and applying technical policies procedures codes statutes descriptions and documents.
  • Making sound independent decisions within established guidelines.
  • Maintaining organized and accurate records.
  • Preparing clear concise and complete reports contracts and written correspondence.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.

Other Requirements:
Must possess a valid California drivers license.

Desirable Education and Experience:
A typical way to obtain the knowledge and skills outlined above is:

Real Property Agent I: Equivalent to graduation from a four year college or university with major coursework in real estate business or public administration or a closely related field.

Real Property Agent II: In addition to the above two years of professional level real property experience at a level equivalent to the Countys class of Real Property Agent I.

PROBATIONARY PERIOD

Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.
