Under limited supervision this position provides strategic leadership and technical expertise in planning directing and coordinating a comprehensive program designed to maximize the effectiveness efficiency and security of the Towns information technology operations.

  • Oversees and manages the overall operation of the Information Technology Department (IT); ensures the delivery of IT services aligns with the Towns strategic priorities; develops a short and long-term vision for the Towns technology program; provides strategic direction to the IT team in achieving these goals; oversees implementation of IT projects and initiatives.
  • Promotes a highly engaged workforce by practicing strengths-based leadership; establishes and maintains a working environment conductive to the Towns core values of teamwork quality service integrity and innovation.
  • Responsible for recruitment/talent selection coaching and development employee engagement performance management promotion and/or transition of assigned staff.
  • Manages team performance to ensure operation maintenance and optimization of network hardware and software systems.
  • Serves as a collaborative member of the executive management team; supports and develops organizational goals long and short-term planning policies programs and practices.
  • Oversees Towns IT Steering Committee ensuring alignment with the Towns strategic priorities; prioritizes needs across the organization vets investment of Town funds and improves communication and collaboration.
  • Plans directs and participates in IT-related training for staff; contributes to a culture of customer service; seeks to enhance the end-user experience and provides guidance to departmental staff encouraging the same through assessing and responding to end-user needs effectively and consistently.
  • Establishes IT policies procedures and guidelines and ensures compliance to maintain consistent service delivery and effective technology management.
  • Establishes and implements IT service management governance to enforce uniformity and standardization of service delivery software and equipment management.
  • Develops and implements an Information Security Program to ensure that the Town is meeting its desired level of maturity for information security as it relates to infrastructure systems and data.
  • Develops and implements policies and procedures related to disaster recovery and business continuity as it relates to technology.
  • Works collaboratively with other departments to develop service level agreements and ensures that IT meets those agreed upon expectations.
  • Develops and administers the departmental budget including capital projects; projects/forecasts funds needed for hardware software and professional services; directs the monitoring and approval of expenditures.
  • Promotes and oversees strategic relationships between internal stakeholders and external entities vendors contractors and partners.
  • Establishes performance measures for the Department and regularly tracks progress to ensure effective management of the team and services provided to customers.
  • Maintains technical competence and industry awareness; monitors emerging technologies trends and best practices; acts innovatively by leading efforts to evaluate and adopt new tools and systems aligning technological advancements with Town goals.
  • Performs other related duties as assigned.

Minimum Qualifications

The requirements listed below are representative of the education experience certification and/or licensure required. An equivalent combination of education and experience to perform the essential duties and meet the necessary employment standards may be considered.

Requires a bachelors degree in computer science or closely related field supplemented by seven (7) years of progressively responsible experience in the field of information technology including a minimum of three (3) years in a leadership role.

A masters degree in a related field is preferred.

Possession of or ability to readily obtain a valid Drivers License issued by the State of Colorado for the type of vehicle or equipment operated; safe driving record and a minimum of two (2) years of driving history.

  • Skill in project management.
  • Ability to conduct effective negotiations and effectively represent the Town in meetings with other agencies contractors vendors and legislative organizations.
  • Ability to demonstrate practical experience with all aspects of IT operations.
  • Ability to demonstrate solid judgment and maintain confidentiality.
  • Ability to demonstrate strong analytical skills and problem resolution in high-stress environments.
  • Ability to prioritize work and solve problems to accomplish competing objectives.
  • Ability to develop and maintain productive relationships with Town staff elected officials advisory boards and others as needed.
