Job Description

The Division of Transportation Planning and Management (TPM) is responsible for the safe efficient and environmentally responsible movement of people and goods on the Citys streets supporting the larger goals of economic and social vitality for people living working and doing business in New York City. The Divisions responsibilities include planning street design technical analysis signs transit development freight mobility and markings ensuring the safety of motor vehicle occupants pedestrians and cyclists. TPMs Regional and Strategic Planning (R&SP) subdivision is the multi-disciplinary team addressing transportation issues facing the New York City region and provide policy practice and infrastructure solutions. The sub-division is a collaborative team that works with city state and regional agencies to address issues facing goods and people movement.

The Low and Zero Emission Vehicle Programs Unit seeks a Planning and Evaluation Coordinator to support the development and maintenance of the Department of Transportations (DOT) federally funded planning activities and studies. Under the direction of the Director of Zero Emission vehicle programs the coordinator will conduct a study to comprehensively present NYCs charging infrastructure needs and plans and lead to outcomes such as supporting the development of and measuring and calibrating programs and policies needed. This study will also consider off-street parking spaces in parking garages or open parking lots in the city that are not subject to regulation by DCWP as to conform with Local Law 55 of 2024 mandating the installation of EV chargers. The coordinator will also be responsible for ongoing evaluation and updates to the study as well as related project planning and outreach.

Duties may include but not be limited to: Statistical and geospatial analysis of EV adoption trends vehicle miles traveled (VMT) and efficiency infrastructure performance and utilization grid and utility planning analyses parking analysis site design and operation analysis infrastructure analysis air quality public health and economic analysis interagency and regional consultation program and policy planning and development and outreach and education related to such analyses.

Preferred Skills
The ideal candidate will have a strong research background in sustainable transportation transportation and energy systems user behavior and transportation planning and be a detail oriented curious and capable team player with a positive attitude and strong organizational communication administrative presentation data management and GIS mapping skills. The candidate will be asked to work collaboratively and inclusively. Strong candidates will also have a workable understanding of how transportation planning responds to community concerns and a demonstrable interest in public administration policy and planning research. Experience developing materials to promote track and analyze program performance is welcome. Project management intergovernmental relations strategic communications and/or comparable experience is also welcome.

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
