Location: This is a full-time position located in Augusta. This opportunity allows partial telework with management approval with a minimum of 2 days in the office.

The Maine CDC Office of Maternal and Child Health (MCH) is looking for a coordinator to oversee their work on cytomegalovirus (CMV) and a Rare Disease Advisory Council for the State of Maine. The coordinator will lead these two program areas independently while collaborating with the maternal and child health team where these topics fit in with the programs work including newborn screening and Children and Youth with Special Health Care Needs (CYSHCN). This work will enable the Maternal and Child Health team to comprehensively address the maternal and child health population by working with providers and people with lived experience in CMV and Rare Disease to ensure that the program is addressing all needs. This role will also contribute to other MCH program areas as time allows.

The CMV work in this position includes oversight of screening policies at birthing hospitals and by providers throughout the state education reporting and a workgroup. The Rare Disease Advisory work includes the establishment of launching of and maintenance of a council. It is essential for this position to have knowledge of newborn health newborn screening and surveillance and maternal and child health. Taking the initiative on new projects is critical for the success of this position along with the knowledge and skills to train others individually and in group settings. In this position you will prepare and present presentations and prepare educational materials and brochures. It is essential for this position to be able to analyze data and create reports. This position also requires excellent verbal and oral communication skills including facilitation skills and excellent customer service skills when working with internal and external interested parties.

Core Responsibilities:

As a key member of the Maternal and Child Health team your core responsibilities will include:

Researching and studying health issues to develop health promotion and public health education interventions to improve public health issues for CMV.
Overseeing and creating public education about CMV to be shared with pregnant people healthcare providers PCPs hospitals and the public.
Establishing a Cytomegalovirus Screening Program and working with the Maine Newborn Hearing and Screening Programs on establishing goals and activities to move the program forward.
Working with the MCH Program Manager and the CMV Workgroup to establish rules following the formal rule making process.
Working with the Newborn Screening Surveillance System vendor to develop a module to track CMV data.
Working with Maines birthing hospitals to educate them on the new law and processes for reporting the data to the Department.
Re-convening a stakeholder group/workgroup of clinicians and researchers with knowledge of cytomegalovirus screening to review the cytomegalovirus screening program and to consider changes to the program no later than 3 years from the final adoption of the rules.
Working with CDC administration and the Program Manager to provide updates to the Legislature as requested.
Coordinating all the duties associated with the Rare Disease Advisory Council.
Providing administrative support to the Rare Disease Advisory Council to include scheduling meetings drafting meeting minutes preparing materials at the request of the council chair.
Collecting and compiling information to support council activities including data necessary for the compilation of the comprehensive plan and annual report.
Providing support for public hearings and comment solicitation regarding rare diseases in Maine.
Helping to identify existing avenues to leverage to increase awareness of the burden caused by rare diseases.
Maintaining council roster and contact list.
Assisting with broader MCH program activities as needed.

Minimum Qualifications:

A Bachelors Degree in Public Health Community Health Education Health Education and two (2) years experience in community or health education program planning development implementation and evaluation. Directly related work experience may be substituted for education on a year-for-year basis.

Preferred candidates will also have:

Excellent oral and written communication skills.
Ability to take initiative and lead independently.
Strong group facilitation skills.
Ability to gather synthesize and disseminate a variety of information to a variety of audiences.
Demonstrated skill applying evidence based best practices and standards for developing health policies.
The ability to establish and maintain effective working relationships with a diverse group of internal and external partners.
