DEQ has an open opportunity for a Director of Intergovernmental Affairs & Economic Development.
*This position is Exempt Policymaking and is EXEMPT from certain provisions of the
State Human Resources Act (GS 126). This position serves at the pleasure of agency leadership. *
This position serves as a liaison between the Department of Environmental Quality (DEQ) the Department of Commerce (DOC) and the Economic Development Partnership of NC. This position focuses on the states Project development specifically related to issues that may arise surrounding DEQs environmental regulatory permitting and policy considerations. This position coordinates with federal state and local agencies to align goals and initiatives involving economic development infrastructure and policy coordination. The position will promote collaboration among the state agencies to maintain and enhance North Carolinas environment and natural resources while fostering responsible Project growth.
Other Key Responsibilities:
- Works directly with state development partners to collaborate on new existing and/or expansion projects that may affect the environment natural resources and economy of North Carolina.
- Supports the goals of the agency through regular coordination with intergovernmental meetings and tasks.
- Serves on the Certified Sites Steering Committee as a representative of DEQ to provide guidance and feedback on potential wetland environmental justice or other issues that may be relevant for site certification.
- Provides information about theDEQpermitting processes identifying potential permit needs and timelines identifying appropriateDEQcontacts providing information on non-regulatoryDEQprograms and identifying energy/carbon reduction strategies for specific NC Projectdevelopment projects or sites.
- Works with local governments in the communication and advocacy of agency needs includinginfrastructure regionalization infrastructure development environmental policy and other programs.
- Regular monitoring of the quality and quantity of work the collaboration between DEQ the Department of Commerce and Economic Development Partnership of North Carolina for critical identified and/or sensitive projects to ensure work is being performed in an informed and timely manner.

To qualify for this position applicants must document on the application that they possess ALL of the following:
- Demonstrated knowledge of state federal or local laws policies regulations or statutes related to environmental permitting.
- Demonstrated experience in responding to inquiries or providing policy/program updates or guidance to internal or external stakeholders.
- Demonstrated experience preparing gathering or creating documents reports presentations and/or information to assess agency/entity needs program planning or policy guidance
Minimum Education and Experience Requirements

Bachelors degree from an appropriately accredited institution and five (5) years of program experience in the area of assignment including three years of managerial experience in the public or private sectors involving significant decision-making authority in the planning organizing and directing of operations in the areas of the assigned program(s); or an equivalent combination of education and experience.
