The Housing and Community Development (HCD) Department is composed of four Divisions including Development Services Planning Services Permit Center and Administration. The department provides reasonable and safe development planning for future needs of the County and helps protect natural resources.
The Housing and Community Development Department Planning Division seeks a Permit Technician III. This is the advanced journey-level in the Permit Technician series. The ideal candidate at this level is expected to perform with greater independence troubleshoot solutions for coordination and improved customer service provide guidance and solutions as new or unusual situations arise are fully aware of the operating procedures and policies within the work unit and may provide direction and training to lower-level Permit Technicians and office support.
The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time part-time or temporary basis.
This is a Promotional Only recruitment; open only to current regular Monterey County employees and former employees whose names currently appear on a Recall List.
Examples of Duties
- Greets customers at the public counter and explains a variety of technical information related to building land use and zoning requirements environmental review procedures application filing procedures and plan and permit review process.
- Requests information from customers regarding their projects in order to determine the type of permits and processes required such as building permits use permits coastal development permits etc. Assists applicants in completing building permit and land use applications; contacts applicants to obtain necessary factual information needed to process permits.
- Receives and reviews project applications including plans and other required documents for accuracy and completeness as well as compliance with County regulations and procedures. Reviews complex applications for a variety of projects such as building permits design approvals tree removal administrative permits; collects data; determines compliance with applicable building and planning codes ordinances and regulations. Approves/disapproves applications based on review and processes approved applications.
- Researches collects and records factual property and resource information from a variety of sources including electronic databases.
- Maintains records logs and files.

THE SUCCESSFUL CANDIDATE
Will have a proven track record demonstrating the following knowledge skills and abilities:
ThoroughKnowledge of:- Federal state and local laws codes and regulations related to building planning and land use.
- Planning mapping and construction terminology.
- Resource materials typically available and used in local planning and building work.
Working Knowledge of:
- Alpha/numeric filing systems.
- Office operations including record keeping and general clerical procedures.
- General office software including word processing spreadsheet presentation database calendar/scheduling and email.
- Effective customer service principles and practices.
- English usage including correct grammar punctuation vocabulary and spelling.
- General principles of urban and regional planning.
Skill and Ability to:- Read and interpret a variety of plans maps and legal descriptions such as zoning subdivision and parcel maps; and building grading landscaping and drainage plans.
- Analyze evaluate and draw logical conclusions from data.
- Orally communicate with laypersons on complex technical issues in a clear and concise manner; deal tactfully and courteously with the public and staff.
- Follow oral and written instructions and office procedures.
- Develop and maintain cooperative relationships with co-workers and others contacted through the course of work; respond in a positive manner to supervision and attend and perform duties on a regular and consistent basis.
- Read interpret and explain provisions of various building trades land use structural environmental and zoning codes state and local ordinances regulations and procedures to staff and the public.
- Read and interpret maps aerial photos and legal descriptions to outline parcels of land and determine land use and distances.
- Identify and analyze characteristics that are unique to each project; Write well organized clear and concise reports summaries and letters.

Any combination of training education and/or experience which provides the knowledge skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:
Experience: Three years of experience reviewing approving and processing a variety of permit applications common to two or more areas of Monterey Countys Housing and Community Development Department which includes duties at a level comparable to Permit Technician II.
AND
Education: Completion of college level course work in basic mathematical/statistical concepts and land area calculation techniques basic mapping or drafting techniques construction management building trade construction or inspection environmental studies or land use planning.
Certifications: Certifications by the International Code Council as a Permit Technician dependent on assignment.Additional Information
- CONDITIONS OF EMPLOYMENT
The required conditions of employment include but are not limited to the following:- Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving record or provide evidence of suitable transportation which is approved by the appointing authority.
- Be available to work a flexible schedule including evenings weekends holidays and during times of disaster and/or emergency; travel out of County to attend meetings.
