The Opportunity:

The Multnomah Countys Office of Chief Operating Officer (COO) is looking for an experienced and creative individual to join our Workplace Security Program. If you are skilled and dedicated professional with a proven track record in developing and coordinating security and safety training we welcome your application.


The goal of the Workplace Security Program is to achieve a safe secure and resilient workplace environment for County employees to serve people in our community. The Security Senior Training Analyst will be particularly focused on engaging County employees in understanding workplace security risks and in implementing strategies to address those risks. The Security Senior Training Analyst will also collect and analyze data to evaluate training and education activities and other program services. The program is staffed by a four-person leadership team and contracted security managers and security officers.


The Security Senior Training Analyst is a stand-alone position with no staff or contracted resources. As a single-staff function the responsibilities are broad from program management; to hands-on training content development; to delivering large and small group training to address specific workplace security issues. The Security Senior Training Analyst is expected to collaborate with other County subject matter experts in human resources organizational change management and risk management. The position also serves as a liaison to the contracted services training officer who delivers training to the contracted security officers.

The primary responsibilities will include:
The Security Senior Training Analyst is expected to develop revise and deliver in- person training as well as e-learning refresher modules. Training needs to be centered on employee needs risks and specific sites and buildings and consistent with the services and best practices of the Workplace Security Program.


The Security Senior Training Analyst delivers in-person training and serves as a back- up to other security team members in specific areas. While it is permissible to schedule time to work remotely it is expected that it would be no more than 10 percent of time worked or about 2 days a month.


Training and Development: In a typical month the Security Senior Training Analyst would be expected to:

  • Plan and organize work to meet ongoing and periodic project deadlines.

  • Develop or update a tailored workplace training curriculum review it with key stakeholders and make revisions.

  • Deliver 3-4 in-person training courses at various locations throughout Multnomah County.

  • Write and edit workplace safety communications.

  • Analyze draft policies or regulations and summarize the impact on workplace security.

  • Meet and collaborate with the training lead for the contract security officers

  • Strategically gather and analyze training and organizational data via surveys focus groups and interviews etc. and translate into knowledge and learning that align with the strategic mission of the program

Program Development and Implementation

  • Evaluate the effectiveness of County HR Policies and practices as they relate to workplace security

  • Interpret and apply human resources policies and procedures collective bargaining agreements to ensure program aligns with internal policies

  • Respond to data requests from union partners regarding safety concerns training issues/concerns and incidents; provide data and reports as part of bargaining contract negotiations and grievance/arbitration processes

  • Build effective collaborations with internal and external partners to leverage resources advance business needs and carry out organizational initiatives

  • Conduct 1-2 vulnerability assessments and recommend follow-up actions.

  • Analyze program data and prepare a summary report.

  • Attend 3-4 meetings with various work teams and stakeholders to listen to security concerns provide information and problem solve.

  • Prepare monthly status updates for the Program Director.

  • Serve as a back-up to other program team members.

  • Monitor communications from other similar jurisdictions and share information.

Investigation and Reporting

  • Conduct investigations into workplace violence and on incidents that may be crime related (burglaries thefts assaults etc.) that occur on County property and/or against County employees

  • After incidents of workplace violence conduct full investigation to include processing crime scenes writing and delivering reports acting as expert witness in legal proceedings and providing data and reports for legal or criminal proceedings

All Workplace Security Program employees are designated as Operationally Essential Employees and must be available to provide operational support during emergency/disaster situations and are required to report for duty regardless of facility closure or curtailment of some or all County operations. This may require irregular work hours work at locations other than the primary work location.

To Qualify:
We will consider any combination of relevant work experience volunteering education and transferable skills as qualifying unless an item or section is labeled required. Minimum Qualifications/Transferable Skills*:

  • Bachelors degree or equivalent work experience

  • Three (3) years experience managing security projects or programs

  • At least two (2) years of developing and implementing training programs

  • Criminal Justice Information System (CJIS) certified within 90 days of hire

  • Ability to pass a thorough MCSO background check including fingerprinting

  • Must be able to travel to various offices / buildings throughout Multnomah County

  • in a timely fashion to perform essential functions

Preferred Qualifications/Transferable Skills*:

  • Extensive knowledge of the principles and practices of adult learning for both in- person and online training

  • Direct experience with comprehensive security and incident response programs and functions

  • Ability and direct experience in workplace violence reporting investigation and follow up procedures using a trauma informed approach

  • Knowledge of the principles and practices of workplace security. Please highlight any experience in the public sector health care or social service workplaces that provide services to the general public.

  • Experience identifying training needs evaluating the effectiveness of training and revising content or delivery methods to meet identified needs.

  • Knowledge of the principles and practices of Crime Prevention Through Environmental Design (CPTED) and workplace security risk assessment tools.

  • Skill in project management including project planning monitoring tasks and completion dates reviewing contributions from other stakeholders and revising work products.

  • Skill in collecting and analyzing data to identify security risks or issues

  • Skill in the use of software applications for training delivery record keeping and data analysis.

  • Skill in completing workplace violence investigations and ability to complete appropriate incident report records.

  • Demonstrated ability to initiate training-related projects and manage projects from concept to completion/evaluation.

  • Ability to develop and maintain effective working relationships with directors managers and frontline employees in a variety of job classifications

Additional Information:

  • This is a non-represented salaried management position and it is not eligible for overtime.

  • This position has a hybrid telework status which is a mix of telework and in-office.

  • The onsite work location is at the Multnomah Building 501 SE Hawthorne Blvd Portland OR 97214.

  • Due to legal and administrative complexities the County will not allow international or out-of-state teleworking beyond neighboring counties in the State of Oregon and Washington.
