Job Description Summary:

Under general supervision the Public Space Management Technician implements the citys Encampment and Encroachment Abatement Protocol as it relates to public spaces in the City of Boulder. Participates as a member of the Utilities Maintenance team and the broader citywide Safe and Managed Spaces team and works collaboratively to foster a coordinated safe and empathetic approach to public space management.


The hiring range for these positions are commensurate with experience:

Public Space Management Technician I - $23.11 - 33.52
Public Space Management Technician II - $25.42 - 36.86
Public Space Management Technician III - $27.96 - $40.55

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assists in inspection and planning of work events to maintain safe and welcoming public spaces including data collection to generate prioritization scores.
  • Assists Utilities staff Boulder Police officers and others in providing verbal and written notification of upcoming clean-up activities to unsanctioned campsite residents and related impacted areas.
  • Identifies hazards in public spaces and remediates and removes any biohazards (including human waste) debris trash sharps or other items present according to the citys established abatement protocols.
  • Maintains situational awareness and applies professional judgement to assess and respond to safety concerns as they arise in close coordination with law enforcement and other city departments as applicable.
  • Engages with people experiencing homelessness with empathy and respect and provides information on available resources when appropriate.
  • Maintains sound professional judgement and appropriate processing of interactions with community members city leadership appointed and elected officials and members of the press
  • Maintains appropriate safety training to be prepared for situations that will be encountered in the field including people with behavioral mental health and addiction issues.
  • Responds to questions from community and team members about public space management operations and maintenance activities.
  • Assists with personal property storage and retrieval including maintaining related records and inventory.
  • Maintains and updates knowledge of available support services for people experiencing homelessness including but not limited to Boulder Shelter for the Homeless Ready to Work BTHERE Coordinated Entry and others.
  • Installs fencing signage or other public space management infrastructure.
  • Maintains accurate records of work performed and materials and equipment used and enters spatial and work order data into asset management software.
  • Participates in semi-annual meetings to relate experiences and to the broader policy team about the practical realities of the job.
  • Takes initiative to improve processes avoid problems and fills downtime with productive work and anticipates work task needs.
  • Strives to continuously learn and improve technical skills and processes.
  • Consistently works safely and identifies unsafe conditions or practices for others. Suggests process improvements to crews within acquired knowledge base.
  • Problem solves and makes sound judgements exhibits forethought by anticipating needs of crews.
  • Operates a variety of heavy equipment and machinery and hand tools on City owned property in the right-of-way and in floodways and drainageways.
  • Required participation in snow and ice control shifts including after-hours shifts.
  • Uses the following types of tools and equipment and trains others in their safe and proper use: backhoe single and tandem axle truck and snowplow frontend loader hand tools power tools long handle tools compressor.
  • May perform routine maintenance on equipment as needed.
  • Serves on Utilities Maintenance facility committees such as safety emergency response design review and distribution capital improvement replacement projects. May take the lead role on committees and projects as requested and develop appropriate reports and summaries.
  • Understand support services and provide information to available services while interacting with the public.
  • May be required to cross-train in other divisions and disciplines as directed by supervisor.

Additional Responsibilities

  • Performs related duties as required by management to meet the needs of the city.
  • Takes proper safety precautions to prevent accidents. Responsible for the safety of self others materials and equipment.
  • Uses all required safety equipment and follows all safety regulations policies and procedures. Reports all accidents and damage to city property.
  • Knows and complies with all city and department policies and city values; participates in professional trainings and development; and adheres to attendance and workplace attire policies.

MINIMUM QUALIFICATIONS

Public Space Management Technician I

  • Ability to anticipate potential areas of conflict and proactively works to address and de-escalate. Encourages and engages in productive communication in all settings particularly those with conflict or disagreement. Able to steer redirect and/or reframe conversations in productive and collaborative directions. Comfortable with conflict and differences of opinion.

  • Physical ability to work in and around moving traffic and equipment; in areas of limited access; and confined spaces requiring standing walking bending and kneeling to locate inspect and maintain public spaces.
  • Skilled in compassion and empathy. Ability to gracefully set boundaries. Patient with people and processes and models professional maturity in dealing with all people. Socially perceptive modeling consideration and tact while maintaining focus on tasks at hand.
  • Skilled in problem solving with the ability to identify issues in daily field functions and opportunities for process improvement
  • Upper body strength to lift and carry equipment and supplies as needed.
  • Valid Drivers License
  • Have and maintain acceptable background information including criminal conviction history and motor vehicle record.

Public Space Management Technician II and III

In addition to the Public Space Management Technician I minimum qualifications:

  • Ability to complete self defense de-escalation and mental health first aid from an accredited institution where applicable.
  • Ability to lift 25 pounds or more to lift and carry equipment and supplies as needed.
  • Ability to obtain certification for backhoe and loader under the Equipment Operators Certification and Training Program within one year of hire.
  • Knowledge of the OSHA Regulations and associated safety procedures.

PREFERRED QUALIFICATIONS

Public Space Management Technician I

  • Ability to communicate fluently in English and Spanish.
  • Ability to demonstrate experience in hazard mitigation remediation and restoration.
  • Ability to demonstrate experience interfacing with working with the public and community members including people experiencing homelessness.
  • Ability to use computers and other technology.

Public Space Management Technician II

In addition to the Public Space Management Technician I preferred qualifications:

  • Skilled in MS Excel Beehive Asset Management GIS Workforce software application and other applicable technology.
  • Associates or Bachelors degree in Behavioral Mental Health Psychology Public Administration Project Management or related field.
  • One (1) year or more experience in hazard mitigation remediation and restoration.
  • One (1) year or more experience interfacing with working with the public and community members including people experiencing homelessness.

Public Space Management Technician III

In addition to the Public Space Management Technician II preferred qualifications:

  • Two (2) or more years experience in hazard mitigation remediation and restoration.
  • Two (2) or more years experience interfacing with working with the public and community members including people experiencing homelessness.

REQUIRED EDUCATION AND EXPERIENCE

  • High school diploma or GED.
  • Requires completion of Hazardous Waste Operations and Emergency Response (HAZWOPER) trainings within 6 months of hire.
  • Required to obtain and maintain Bloodborne Pathogen Certification within 6 months of hire.
  • Required to receive AED/CPR/First Aid Training within 9 months of hire.
  • Required to develop knowledge of and receive training on available support services for people experiencing homelessness including but not limited to Boulder Shelter for the Homeless Ready to Work BTHERE Coordinated Entry and others.
  • Required to obtain a working knowledge of the OSHA Regulations and associated safety procedures within 9 months of hire.

Public Space Management Technician II

In addition to the Public Space Management Technician I required education and experience:

  • Six (6) months related experience.
  • Forklift operators certification

Public Space Management Technician III

In addition to the Public Space Management Technician II required education and experience:

  • 18 months related experience.
  • Commercial Drivers License (CDL) Class A maintained in good standing.
  • Self defense de-escalation and mental health first aid certified and/or trained.
  • Equipment Operators Certification and Training Program for Backhoe and Loader.

SUPERVISION

Supervision Received: Public Space Management Supervisor

Supervision Exercised: None

WORKING CONDITIONS

  • Physical and Mental Effort:Requires ability to work under physical and emotional stress. May experience frequent encounters with populations experiencing homelessness and/or people with mental behavioral health and/or addiction issues. May experience work under stress from demanding deadlines interactions from community members and changing priorities and conditions. Dealings with the public may be emotionally charged so candidate must be equipped to de-escalate situations and uphold City standards of conduct. Required to wear protective safety gear and use safety equipment to protect against potential biohazards possibly encountered during performance of maintenance activities. Remains alert to conditions hazards and events occurring at jobsites.
  • Work Environment: Primarily works year-round in an outdoor environment and at times in adverse weather conditions such as rain wind heat cold and snow. May also work in an industrial setting subject to continuous interruptions and background noises.
  • Machines and Equipment Used:Frequent use of hand and power tools long-handled tools compressor safety devices dump trucks utility trucks two-way radio and computers (hand-held lap-top and stationary).
