FLSA Status: ExemptSite/Location:Administration BuildingReports to: SuperintendentDate:6/4/2025POSITION SUMMARY

The Chief Operating Officer oversees all major aspects of managerial operations including building maintenance and facility services student transportation school nutrition safety and security and information technology. The Chief Operating Officer ensures the seamless integration of operational and managerial practices that maximize efficiency and effectiveness while supporting student academic social-emotional mental and behavioral growth and development.

ESSENTIAL FUNCTIONS
  • Leads the development and implementation of the Capital Improvement Plan including school construction and renovation.
  • Routinely reviews evaluates and assesses division operations including but not limited to facilities maintenance transportation services school nutrition safety and security and information technology.
  • Assists in the development of annual budgets.
  • Serves as the contact person for various local state and federal agencies.
  • Serves on various school division committees including but not limited to the school divisions policy workgroup and the finance & facilities committee.
  • Compiles data and coordinates accountability efforts through methodical gathering and reporting of meaningful information regarding the operations of the central office and all schools as well as directs the preparation of reports as required.
  • Communicates effectively and equitably with the division and all other audiences to articulate information regarding division programs specific concerns and messages that need to be delivered/addressed.
  • Collaborates with a variety of internal and external groups for the purpose of creating long-term and short-term plans; addressing organizational objectives and implementing program components.
  • Attends school board and city council meetings/work sessions and prepares and presents reports/information as necessary and directed.
  • Ensures the superintendent is kept fully informed about matters within the division and advises on such issues. Also will recommend solutions to a wide range of complex issues and corrective action plans.
  • Performs other duties as assigned by the superintendent.

EDUCATION AND EXPERIENCE
  • Masters degree in education or business-related field (required).
  • A minimum of five years of experience in central or school administration or other senior management role with supervisory responsibilities (preferred).
KNOWLEDGE SKILLS AND ABILITIES
  • Solid knowledge and understanding of effective practices in capital improvement planning.
  • Solid knowledge of facility planning and management
  • Solid knowledge and understanding of public school operations school law Virginia Department of Education requirements and federal state and local regulatory guidance
  • Ability to lead/manage groups of people craft departmental vision goals and objectives and oversee division projects and initiatives
  • Requires excellent leadership detail orientation written communications and presentation skills
SUPERVISORY RESPONSIBILITY
  • Directly supervises a team of 4 direct reports including but not limited to Facilities School Nutrition Transportation and Information Technology.
  • Participates in the hiring process and makes hiring decisions of employees.
  • Instructs trains coaches and mentors other employees.
  • Schedules (determine hours worked time off) reviews and monitors the work of other employees.
  • Completes written evaluations of other employees.
  • Makes recommendations of disciplinary actions of other employees.
TRAVEL REQUIREMENTS
  • Reliable transportation necessary.
  • Daily travel between schools LCS buildings and local areas required.
  • Minimal travel outside of the City of Lynchburg as needed.
