Job Overview
The Illinois Environmental Protection Agency (EPA) Bureau of Land (BOL) Permit Section Resource Conservation and Recovery Act (RCRA) Unit B is seeking to hire an Environmental Protection Engineer 1. This position performs a variety of supervised functions that provide an introduction to and training in the engineering programs for the RCRA unit. The ideal candidate will assist higher-level engineers in reviewing and regulating activities associated with the investigation design construction maintenance and inspection of units at facilities involved in the management disposal storage treatment and remediation of hazardous waste.

Essential Functions
- Receives training and guidance from higher level engineers in performing a variety of closely supervised
engineering functions pertaining to permit review of sites that manage dispose of or are contaminated with
hazardous waste for the Bureau of Land (BOL) Permit Section RCRA Unit B in accordance with regulations
pertaining to Resource Conservation and Recovery Act (RCRA) including but not limited to Tiered Approach to
Corrective Action Objectives (35 Illinois Administrative Code Part 742 (TACO); - Receives training and guidance from higher level engineers to document the results of the review of technical
scientific and engineering applications and reports which are utilized as a basis for hazardous waste permitting
issuance or denial; - Works in conjunction with higher level engineers to review proposed remediation objectives to determine their
compliance with the 35 Illinois Administrative Code Part 742 TACO regulations. - Works in conjunction with higher level engineers in answering routine verbal and written inquiries from the
regulated community and the public regarding permit decisions the regulations and laws (State and Federal)
governing hazardous waste. - Acquires knowledge and technical information relating to hazardous waste permitting and corrective action;
- Observes higher level staff and participates in the interpretation and evaluation of hazardous waste permit
application processes; - Performs other duties as required or assigned which are reasonably within the scope of duties enumerated
above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of four years of college with a bachelors
degree in an engineering science. Typically the subject matter would involve the type of coursework associated with
environmental (sanitary hydraulic hydrology and air pollution specialties) civil (sanitary hydraulic and hydrology
specialties) general industrial mechanical chemical public health electronic acoustical or aeronautical engineering or
engineering mechanics or a closely related engineering specialty.
- Requires no previous experience.
- This class is included as an Upward Mobility Program credential title.
Preferred Qualifications (In Order of Significance)
- Prefers at minimum a bachelors degree in an engineering curriculum with 10-15 credit hours in coursework related to soils
geology hydrogeology and environmental engineering related courses that meets standards established by the Department
of Financial and Professional Regulation pursuant to the Professional Engineering and Practice Act.
- Prefers the ability to utilize a personal computer with knowledge of Microsoft Word Excel and Access software.

- As required by OSHA 29 CFR 1910.120 this position will be required to take (within 90 days of employment) and maintain
working knowledge of (8-hour annual refresher) and/or certification to ensure position is up to date with laws rules and
regulations to maintain compliance with IL Department of Labor Occupational Safety Regulations: 24-hour OSHA
HAZWOPER training.
