We are hiring a bilingual Collections Tax Specialist III-Spanish Speaking (Revenue Tax Specialist III) position for our Springfield Collection Enforcement Division in Springfield IL. In this position you will provide technical assistance and training to lower-level staff and will assist taxpayers and their representatives in both English and Spanish with delinquent tax issues. Essential Functions
- Under general direction receives reviews analyzes and resolves problematic complex technical sensitive and/or high priority in-state and out-of-state accounts assigned by the Illinois Department of Revenues (IDOR) tax system or referred from other enforcement programs involving the various taxes administered by IDOR to determine the most appropriate collection action to secure delinquent tax returns and taxpayer compliance in a cost efficient manner e.g. bank levy wage levy license revocation etc.
- Writes and speaks in English and Spanish to confer by telephone correspondence and/or in person with taxpayers their representatives and/or others to make demand for payment or filing of missing returns.
- Recommends and coordinates the actions of lower-level Revenue Tax Specialists (RTS) and Collectors for simultaneous activities such as filing of liens revocation of licenses seizure of personal assets monitoring of installment contracts offsets publication on the delinquent list monitoring the various actions necessary to resolve a case scheduling of follow-up actions and quality control of activities performed on each case for proper handling.
- Manages collection cases from the beginning of the collection cycle determining the course of action and most productive method of resolving a case.
- Accesses delinquent taxpayer cases utilizing IDORs tax systems or other personal Computer (PC) systems.
- Provides technical assistance and training to lower-level RTS and Trainees performing similar but less complicated work.
- Recommends various courses of action.
- Appears at Administrative Hearings State Circuit Court and/or Federal Court to act as an expert IDOR witness in enforcement laws.
- Performs other duties as required or assignment which are reasonable within the scope of duties numerated above.
Minimum Qualifications
- Requires three years of experience as a Revenue Tax Specialist II with the Illinois Department of Revenue and either: knowledge skill and mental development equivalent to the completion of four years of college; OR four years of work experience providing tax related support functions within a program area at the Illinois Department of Revenue.
- Requires the ability to speak and write Spanish at a colloquial skill level in carrying out position duties in conjunction with non-English speaking individuals.
Conditions of Employment
- Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
- Requires ability to travel in the performance of duties with overnight stays as appropriate. Requires appropriate valid drivers license.
- This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
- Requires the ability to use and secure a state issued mobile device e.g. cellular phone laptop computer tablet etc.
