Enbridge is actively seeking an Advisor of Regulatory Affairs. This dynamic person will be responsible for providing support to the US Regulatory team on regulatory matters throughout the project lifecycle including supporting development of regulatory strategies/plans; supporting development of regulatory applications and other filings; ensuring regulatory applications meet requirements; coordinating responses to information requests; and preparing conditions filings. In this position employees are assigned to both routine and major projects and issues for Liquids Pipelines Power Projects and Corporate. Works within project teams and independently on assigned projects.

What You Will Do:

  • Supports coordination of the regulatory process for both routine and major projects including the development of regulatory strategies plans and timelines in collaboration with Law and Project Directors/Managers.

  • Supports cross-functional regulatory sub-teams involved in preparing regulatory applications and other filings including providing advice on requirements and effective methods of meeting the requirements to enhance the probability of approval by the regulator and/or minimization of conditions attached to the approval.

  • Drafting sections of the regulatory application and reviewing sections to ensure consistency clarity and completeness of all sections of the application and compliance with regulatory requirements.

  • Coordinating cross-functional teams involved in responding to information requests and preparing conditions filings.

  • Coordinating regulatory compliance activities including creation of compliance tracking records.

  • Preparing and filing compliance reports with the State public utilities commissions as required. May interact with other departments as necessary to complete compliance filings.

  • Developing and maintaining a rapport with State public utilities commission staff with respect to assigned projects and long-term relationship management.

  • Required to handle multiple projects both major and routine at the same time.

  • Providing oversight guidance and support for city and county permitting for Liquids Pipelines and Power projects.

  • Recommending improvements to regulatory processes as assigned.

  • Stays current on regulatory initiatives emerging trends and best practices related to regulation of liquids pipelines and renewable power projects in the U.S.

  • Providing support to Law in preparing for formal hearings.

  • May assist with various day-to-day administration tasks.

Who You Are:

  • University degree (e.g. Business/Commerce Science or Engineering preferred).

  • Four or more years of experience interacting with regulatory authorities preferred.

  • Knowledge of liquids pipeline operations and facilities considered an asset.

  • Able to work effectively within a cross-functional team.

  • Strong written and verbal communication facilitation and presentation skills.

  • Strong planning analytical problem solving and organizational skills.

Working Conditions:

  • Office environment

  • Travel within US and occasional travel to Canada

  • Reports to the Supervisor Regulatory Affairs.

  • Leads cross-functional regulatory sub-teams in the development and approval of routine regulatory applications and provides regulatory advice throughout the project lifecycle.

  • Company paid international relocation is not offered for this role.

Physical Requirements include but are not limited to:

Grasping kneeling light moderate lifting (objects up to 20 pounds) reaching above shoulder repetitive motion typing sitting standing visual requirement (able to see screens detect color coding read fine print) hearing requirement and the ability to sit at a computer for long periods of time.
