Job Summary
The Budget supervisor oversees the Colleges financial operations related to budgeting auxiliary enterprises and revenue-generating programs. This position is responsible for managing the development implementation monitoring of the College budget and providing support for auxiliary services that enhance the student experience. The supervisor collaborates with various department to analyze financial reports make recommendations for cost saving initiatives maintain accurate records of expenditures. This role is responsible for fostering a positive and productive team environment and support to the Colleges Vice President of Finance and Administration in the preparation of budget-related analysis and reports.
Essential Duties And Responsibilities
Develops implements and oversees the annual budget ensuring alignment with institutional goals and priorities Monitors budget performance by reviewing expenditures tracking revenue and ensuring compliance with established budgetary guidelines and policies. Maintains responsibility and oversight of day-to-day operations of campus budget events and facilities leasing auxiliary enterprises; ensures that staff implements and provides these services in a manner consistent with the Colleges policies goals and objectives. Prepares and presents financial reports for internal and external stakeholders including leadership and governing board to ensure transparency and accountability Conducts detailed financial analysis identifying trends variances and opportunities for cost savings. Assists in the preparation of financial forecasts and projections to support strategic planning and decision-making. Calculates and ensures accurate ad valorem tax assessments working closely with the tax authority to ensure compliance with local tax laws. Coordinate the timely filing and reporting of ad valorem taxes ensuring accurate collection and distribution of tax revenue. Ensure that all ad valorem tax records and related documentation are properly maintained and available for audit purposes. Oversees the preparation of budget amendments ensuring they are in compliance with institutional policies and procedures and provide detailed explanations of changes. Provides regular financial reports and analysis to senior management offering recommendations for cost-effective measures and financial planning. Supervises leads and supports staff within the Budget and Auxiliary Services department including hiring training and evaluating performance. Implements and promotes best practices in budgeting and financial management across departments to optimize resource utilization. Oversees and maintains comprehensive project list and associated budget with each and monitors progress and completion of projects as compared to budget. Evaluates chart of accounts on a quarterly basis or as required by request and makes recommendations. Leads or supports special financial projects and initiatives as assigned to address college needs or enhance operational effectiveness. Prepares the Legislative Appropriations Requests. Prepares the Report of Fundable Operating Expenses. Provides financial insight and guidance to departments to support effective decision-making and resource allocation. Verifies coding accuracy of revenues expenses and encumbrances. Responsible for position control by validating available funds and proper coding of Personnel Action Requests. Maintains user roles in accounting software. Continuously assesses and streamlines financial processes and procedures to increase efficiency accuracy and responsiveness. Recommends changes/improvements in accounting budgeting and reporting procedures. Manages and monitors auxiliary services ensuring they operate efficiently and remain financially sustainable. Works with external vendors and contractors to negotiate contracts and ensure compliance with agreements. Evaluates and improves auxiliary service offerings to enhance student experiences while maintaining fiscal responsibility Participates in the process for systematic review and evaluation per the institutional effectiveness model adopted by the College. Attends the workplace regularly reports to work punctually and follows a work schedule to keep up with the demands of the worksite. Completes duties and responsibilities in compliance with College standards policies and guidelines. Promotes positive morale and teamwork within the functional unit and provides exceptional customer service to students faculty and the community. Completes all required training and professional development sessions sponsored by the Texas Southmost College ( TSC ). Serves on committees as appropriate and as appointed by supervisor. Supports the values and institutional goals as defined in the Colleges Strategic Plan. Working hours may include evenings holidays or weekends depending on deadline requirements and special events. Performs other duties as assigned.
