The Monterey County Housing and Community Development (HCD) Department is composed of four Divisions including Development Services Planning Services Permit Center and Administration. The department provides reasonable and safe development planning for future needs of the County and helps protect natural resources.

The Supervising Planner in the Permit Center oversees the Countys permit and plan submissions ensuring consistent interpretation and application of code requirements policies and procedures and a high level of customer service. This position interacts closely with plan check management planners engineers other County departments and the public as required during the permit process.

The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time part-time or temporary basis.

Examples of Duties

  • Directs assigns and reviews the work of a team of subordinate staff on various planning projects.
  • Performs and/or oversees a variety of the most complex tasks relative to assigned area of responsibility which may include preparing correspondence and technical interpretations land use planning including determination of compliance with Local State and Federal laws regulations and policies.
  • Recommends alternative land use planning and strategies and courses of implementing action front counter assistance.
  • Coordinates agencies individuals and organizations in the conduct of planning related programs.
  • Makes and directs staff in the preparation and delivery of oral presentations to political bodies boards and commissions and public groups.

THE SUCCESSFUL CANDIDATE
Will have a proven track record demonstrating the following knowledge skills and abilities:

Thorough Knowledge of:
  • English language punctuation grammar and spelling.
  • Principles and practices of supervision including organization scheduling training evaluation and discipline.
  • Resource management practices and techniques as applied to land use planning.
Skill and Ability to:
  • Plan supervise and evaluate the work of subordinate staff.
  • Coordinate the work of others in the preparation of major planning projects and studies.
  • Communicate effectively in writing to professional colleagues assigned staff and the public.
  • Communicate orally in an effective manner to professional colleagues assigned staff boards and commissions and the public.
  • Resolve conflicts and establish and maintain effective cooperative working relationships.
  • Motivate individual employees to work cooperatively in a team framework.

Examples of Experience/Education/Training

Any combination of training education and/or experience which provides the knowledge skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

Education:
Successful completion of course work leading to bachelors degree in Planning or closely related field in which planning courses were included as part of the curriculum.

Three years of performing the duties of a professional land use planner in a lead worker capacity.
