Description of Work



This position is for DPS-Juvenile Justice central office in Raleigh (Wake County) NC.

This is a full time TIME-LIMITED position (40 hours per week) with State Benefits for a limited duration of 36 months.


This grant funded position provides advice and consultation on developing and implementing the Youth Facility Assessment for Best Practice (YFABP). This position also oversees daily grant tasks and activities coordinating logistics between the Facility Operations section research partner RTI and the grant project team. Additionally this position aids in formulating best practices to ensure effective rehabilitative and mission-aligned programs and services for juveniles and their families.

Juvenile Justice - Facility Operations has direct responsibility for five (5) state-operated Youth Development Centers (YDC) and eight (8) state operated juvenile detention centers and the statewide juvenile transportation services. Facility Operations is responsible for the external monitoring of four (4) contracted juvenile facilities. Youth development centers are secure residential facilities which provide mentoring education and therapeutic treatment for delinquent youth committed to the Department by the courts in order to prepare the youth to successfully return to the community. Juvenile detention centers temporarily house youth who are alleged to have committed delinquent offenses or who have been adjudicated and await disposition or placement.


Facility Operations operates under the guidance of the Deputy Secretary for Juvenile Justice. The Section leadership is staffed with a Director of Facility Operations three (3) Regional Mangers a Program Coordinator an Administrative Services Manager two (2) Program Managers a Transportation Manager two (2) transportation coordinators and (1) clerical staff. Within this section also includes Educational Services and Child Nutrition staff. This staff has the primary responsibility to provide supervision guidance and oversight to the management and staff in each facility.

Work Schedule:

This is a full-time position Monday - Friday 8AM-5PM or as needed by supervisor.

To qualify for this position applicants must demonstrate ALL of the following KSAs:


Working knowledge of methods and techniques used in gathering editing analyzing interpreting and reporting best practices and social research information.

Working knowledge of the principles and administration of project management and grants.

Experience in program planning evaluation and quality control methods.

Experience working with a multi-disciplinary group of professionals (ex. juveniles family members and partner agencies).


Management Preference:These skills are not required but managers may choose to interview/select applicants who demonstrate Management Preferences.

Working knowledge of Juvenile Justice policies and procedures programming and juvenile laws.


Minimum Education and Experience Requirements

Bachelors degree in a discipline related to the field assigned to the position from an appropriately accredited institution and one year of related experience; or an equivalent combination of education and experience.
