Do you have an eye for detail together with excellent organisation and planning skills then could you play a key part in driving forward the preparation of Transport Scotlands wide portfolio of majorinfrastructure projects

To help us deliver our responsibilities Transport Scotland is seeking a suitably experienced applicant to fill the role of Design Governance post is located within the Design and Development Team of Transport Scotlands Major Projects Directorate which leads the design development assessment and promotion of a wide portfolio of major transport infrastructure projects including improvements to the trunk road network.

With the recently published Programme for Government 2025-26 setting out the governments commitment to press forward with making improvements to the A9 A96 and A83 you will join the team at a busy and exciting time and have the opportunity to undertake a key role in supporting this vital work.

Whilst the post is for a role within the Design and Development Team responsible for a number of projects including the A83 Rest and Be Thankful A9 Dualling (design and promotion aspects) A96 Dualling Inverness to Nairn (including Nairn Bypass) A9/A96 Inshes to Smithton and A90 Laurencekirk Junction Improvement flexibility may be required to work across the Major Projects Directorate as priorities and projects dictate.

The Design and Development Team is headed up by the C3 Head of Design Procurement and Contracts and this post will initially report to the Head of Design Team 1 and 3. You will have direct management of one Governance Administrator.

Responsibilities

The post holder will be responsible for the management of governance and risk functions of the Design and Development portfolio of projects to enable effective management and decision-making. The post holder will therefore be responsible for the following:

  • Undertaking the co-ordination and secretariat function for any project or programme boards as well as facilitating and coordinating the provision of information to gateway key stage and other reviews of post holder will also be required to undertake the co-ordination and secretariat function for the Major Project Directorates Quarterly Scheme Progress Meeting (QSPM) and may also be required to undertake the co-ordination and secretariat function for assurance/governance meetings within the wider Major Projects Directorate.
  • Managing and assuring compliance with project plans (Project Execution Plans) by ensuring that they and their constituent registers are complete and up to date and that all parties adhere to project governance arrangements this will include supporting with drafting key documents.
  • Management and maintenance of project / programme and directorate risk registers challenging and assessing the risk assessments of risk owners and the production of risk reports highlighting risk movement and mitigation measures to senior managers including co-ordination and reporting across the Design and Development Teams portfolio of major infrastructure projects.
  • Undertaking the collation of lessons learned including analysis reporting and feeding into change implementation processes.
  • Supporting the development of directorate governance arrangements including the development of a Major Projects Directorate execution plan along with liaising with other teams within Major Projects directorate to ensure the effective handover of projects for the procurement/construction phase.
  • Supporting the Major Projects Design and Development Team as workloads require in respect of the drafting of; Ministerial Correspondence Official Replies Freedom of Information and Environmental Information Regulations Requests Chief Executive replies answers to Parliamentary Questions/First Minister Questions and speeches to the high standard expected by the Scottish Government and ensuring that responses are issued by the set deadline within the set timescales.

Location

This post is based inGlasgow with hybrid working in line with current Transport Scotland policies. You will be expected to be office based twice per week pro rata.
