Job Description

JOB SUMMARY:

The Economic Development Administrator plays a key role in promoting economic growth and community development within the city. This position is responsible for planning developing and implementing strategies to attract retain and expand businesses enhance the tax base and create job opportunities. The administrator collaborates with public and private sector partners manages incentive programs and serves as a primary point of contact for Economic Development Corporation -Type B (EDC) businesses and developers.

ESSENTIAL FUNCTIONS:

  • Develop with the corporation and execute strategic plans to attract and retain businesses in alignment with the citys economic development goals.
  • Initiate contacts with developers and commercial/industrial realtors to provide these individuals with updated information on available properties.
  • Promote workforce development initiatives and collaborate with local schools colleges and training programs.
  • Manage incentive programs including economic development sales tax abatements grants and partnerships with state-level entities such as the Texas Economic Development Corporation and the Office of the Governor.
  • Ensure that the Economic Development website and marketing materials are always maintained in a current status and reflect the professional appearance that will provide a competitive advantage for the City
  • Make recommendations for the annual budget receiving input from both the corporation and City Council goals. Monies allocated should correspond to priorities of the EDC
  • Serve as a liaison to local businesses site selectors developers Bay Area Houston Economic Partnership (BAHEP) Port Alliance chambers of commerce and other regional economic development organizations.
  • Meet with Seabrooks primary employers to discuss any issues of importance to the company that either the City or the EDC would need to interact or respond.
  • Conduct market research and economic analysis to identify industry trends target sectors and investment opportunities.
  • Prepare and deliver presentations to city officials stakeholders and community groups on economic initiatives and development projects.
  • Facilitate site selection processes for new and expanding businesses.
  • Track project metrics economic impact and performance indicators to assess success and guide future efforts.
  • Coordinate with planning finance and public works departments to align infrastructure improvements with economic development goals.
  • Represent the city at trade shows conferences and regional economic development events.
  • Works with department heads and community to determine needs in relations to grants
  • Contribute to the team effort by performing other related duties as assigned.

  • City Government Knowledge: Knowledge of City government operation organizational structure and municipal management.
  • Elected Officials Understanding: Knowledge of elected officials and their functions.
  • Regulatory Expertise: Knowledge of City ordinances codes and policies governing City operations. Ability to interpret and apply applicable federal state and local policies laws and regulations as it pertains to Economic Development and Community Development.
  • Economic Development: Knowledge of the principles and practices of Economic Development Strategies and Community Development planning. Knowledge of business market and economic indicators and real estate trends.
  • Communication Skills: Knowledge of communication techniques and strategies to facilitate responding to inquiries and providing information to the public. Ability to communicate effectively verbally and in writing with a strong understanding of the media including social media.
  • Financial Acumen: Knowledge of mathematical calculations budget and basic accounting practices.
  • Design and Multimedia: Knowledge of graphic design for digital content; photography layout and design of marketing material and video editing. Ability to operate drones to capture digital images.
  • Software Proficiency: Knowledge of current software to include desktop publishing Microsoft Word Excel PowerPoint Publisher Adobe Acrobat Pro Civic Plus Incode Reports DocuSign Go-To Meeting & Webinar Canva Adobe Spark and Animotica Video Editor.
  • Data Analysis: Ability to research compile prepare and analyze complex data and numerical computations and comprehensive reports including various City and population demographics.
  • Stakeholder Relations: Ability to establish and maintain effective working relationships with staff management vendors outside agencies community groups and the general public.
  • Organization Skills: Strong organization skills and attention to detail.
  • Communication Proficiency: Strong oral and written communication skills including grammar spelling and punctuation.

SUPERVISION RECEIVED:

The City Manager and Economic Development Corporation sets the overall objective and resources available.


SUPERVISION AUTHORITY: This position supervises the Economic Development Coordinator.

MINIMUM QUALIFICATION: An equivalent combination of education training and experience will be considered.


EDUCATION:

  • A bachelors degree in business with emphasis in Economic Development Economics Marketing or closely related field from an accredited college or university will be given preference for those meeting basic qualifications.
  • Completion of the Basic Economic Development Course and the Economic Development Institute preferred.

EXPERIENCE:

Five years of progressively responsible professional experience working for a city or local government. Preference will be given to candidates with at least two (2) years of economic development program management experience and/or those candidates that have already obtained or are on track to obtaining their CEcD within the next two (2) years. Experience that is clearly equivalent to the above may be acceptable depending on how fully that experience meets the primary requirements of this position.

CERTIFICATION & LICENSING:

Must possess a valid Texas drivers license with a good driving record.
