Job Summary
Provide managerial supervision of the Colleges Human Resources and Payroll programs.
Essential Functions
Plan organize and direct all programs operations and initiatives of the Human Resources and Payroll Department Lead the development implementation and enforcement of personnel policies procedures and regulations in compliance with federal and state laws Oversee the design and implementation of personnel forms and systems for accurate and secure personnel recordkeeping Identify assess and resolve complex human resource issues including recruitment job evaluation employee grievances turnover supervisory support and employee relations. Administer and oversee employee benefits programs including medical dental life disability vision and cancer insurance plans Manage the administration of retirement plans such as TRS ORP and tax-sheltered annuities ( TSA ) including compliance monitoring and communication Formulates policies and procedures for aspects of the Human Resources & Payroll Department to ensure compliance with Federal and State Laws Develop and maintain the Employee Handbook ensuring alignment with college policies and legal requirements Ensure the secure retention and timely disposal of HR and Payroll records in accordance with institutional policies and regulatory mandates Supervise and participate in key HR operations including personnel administration benefits coordination payroll processing and employee pension plans Direct the preparation accuracy and submission of HR-related reports and institutional records Oversee the development and ongoing implementation of the Colleges Risk Management Program Monitor and manage all institutional insurance coverage including general liability property automobile and workers compensation Lead the planning and execution of digital document imaging and records retention systems for Human Resources and Payroll Serve as an investigator for Title VII /Title IX complaints related to employee harassment ensuring fair and thorough resolution in compliance with applicable laws Perform other duties as assigned by senior leadership
Physical Demands
Occasionally moves equipment or paperwork weighing up to 25 pounds Must be able to remain in a stationary position 50% of the time Use of manual dexterity Repetitive use of a keyboard at a workstation The person in this position frequently communicates with others; must be able to exchange accurate information Specific vision abilities required by this job include close vision distance vision color vision and the ability to adjust focus Work setting: General office college and instruction facilities The person in this position needs to regularly move or drive from the office to other locations on and off campus This position may require occasional travel for training meetings and events both in and out of town Ability to work extended hours weekends holidays and attend Midland College or community events as needed
Required Qualifications
Bachelors degree in Human Resource Management or a business-related field Minimum of three years of experience in personnel administration Computer experience/Knowledge of HRIS Knowledgeable in state and federal employment regulations applicable to educational institutions Must possess a valid Texas Drivers license good driving record and be insurable on Midland Colleges insurance policy
Preferred Qualifications
Masters degree in Human Resource Management or related field Three years of college or university personnel administration experience SHRM -CP or SHRM - SCP Certification
