Position Summary

Are you passionate about creating workplaces where everyone feels seen heard and valued Were looking for a dynamic Consultant Inclusion Diversity Equity & Accessibility (IDEA) to help shape a more inclusive future within our organization.

Reporting to both the Manager of Employee Service Centre & Talent Acquisition and the Manager of Community Well-Being youll play a key role in embedding IDEA principles into policies programs and practices that touch every corner of our workforce.

As a strategic partner and subject matter expert youll collaborate with individuals at all levels to drive meaningful change and develop initiatives that remove systemic barriers and foster a fair culturally responsive and accessible environment. Your influence will support HR professionals internal and external program leaders and senior management as they work toward shared goals of equity and inclusion.

Key Duties & Responsibilities

  • Lead the planning development and implementation of the Citys Inclusion Diversity & Equity Framework.
  • Partner with leaders to identify gaps and develop innovative programs that address systemic barriers and support a representative workforce.
  • Provide expert consultation and guidance on IDEA-related policies collective agreements legislation and HR practices.
  • Develop and deliver training workshops and educational resources to build inclusive leadership and cultural competence across the organization.
  • Facilitate organizational change through coaching mentoring and capacity-building for leaders and HR professionals.
  • Analyze and report on diversity-related metrics generating actionable insights and recommendations.
  • Serve as a trusted advisor on complex people-focused challenges impacting inclusion accessibility and equity.
  • Establish strategic partnerships with external organizations committees and community groups to advance shared IDEA goals.
  • Collaborate across departments and serve on corporate working groups to integrate IDEA into citywide strategies.
  • Support and align IDEA initiatives with employee engagement recruitment onboarding retention and development practices.

Key Qualifications

  • Deep knowledge of employment equity human rights and inclusive workplace practices with proven experience leading IDEA programs facilitating training and advising on issues such as inclusive leadership unconscious bias and systemic barriers
  • Strong foundation in HR management organizational design workforce planning performance management and change management with specific understanding of public sector challenges and City of Regina practices.
  • Informed by current and historical socio-political contexts (e.g. Truth and Reconciliation 2SLGBTQIAP rights) with skills in program development project management collective agreement interpretation and performance measurement.
  • Extensive experience in leading equity diversity inclusion and accessibility strategies and programs.
  • Proven ability to influence and advise senior leaders union representatives and cross-functional teams on IDEA-related matters using data and metrics to drive decisions assess impact and improve IDEA outcomes.
  • Basic knowledge of marketing media relations and the effective use of social media. Technical knowledge used for program development and delivery.
  • Strong facilitation training and coaching skills with sensitivity to cultural and social issues. Exceptional communication and relationship-building skills with demonstrated political acumen and the ability to navigate complex organizational dynamics.
