BRIEF AGENCY DESCRIPTION: The Natural Resources Service Center is responsible for program accounting cash management and revenue/expenditure control for state agencies that support and guide Maines natural resource-based economy. These agencies keep our state parks and public lands pristine prevent and stop forest fires map the ocean floor protect the food we eat enforce fishery wildlife and environmental laws register snowmobiles and enhance your enjoyment of the Maine outdoors from Baxter State Park in the north woods to the Maine Wildlife Park in Gray.

BRIEF JOB DESCRIPTION: As a Managing Staff Accountant at the Department of Administrative and Financial Services in the Natural Resources Service Center you will work closely with agency managers program administrators and the Service Center Director to determine financial status and reporting requirements; identifying ways of using accounting data for management purposes; evaluating the risk benefit and cost of proposals and agency initiatives; and participate in decision and policy making sessions. You will have overall responsibility for designing complex agency-wide accounting systems developing agency financial policy and act as a primary financial representative externally.

The successful candidate will manage a staff of professional and para-professional accounting personnel and must demonstrate the ability to effectively manage day-to-day operations of an accounting unit. Qualified candidates must have excellent communication skills in addition to a strong financial background.

MINIMUM QUALIFICATIONS: Advanced education training and/or experience demonstrating competence in any of the following: accounting business administration finance or another closely related field demonstrating competency in applying accounting principles reviewing and monitoring complex business transactions developing operational processes and procedures in a leadership capacity.

The background of well-qualified candidates will demonstrate the following competancies:

  1. A thorough and mature comprehension of Maine state laws rules regulations policies and other directives from central control agencies that directly impact program operations and management at the agency level.
  2. A proven ability to effectively communicate with diverse group dynamics.
  3. Demonstrated skill in fostering positive teamwork in a collaborative spirit to resolve difficult matters.
  4. A proven and demonstrated ability to manage a large staff of professional and para-professional accounting personnel.
  5. Comprehension of the financial budgetary and accounting systems and processes employed by both the executive and legislative branches of state government and how they impact program management.
