Job Description

Chief Financial Officer

The Chief Financial Officer (CFO) is responsible for all financial and fiscal management aspects of the organization which includes monitoring analyzing and directing the administrative and fiscal functions. The CFO will manage general accounting budget purchasing payroll and grant accounting functions. The CFO is also responsible for audits and financial reporting to regulatory agencies and committees of the organization.

ESSENTIAL FUNCTIONS

  • Assure proper budgeting reporting and financial controls to ensure the best use of the organizations assets
  • Manage the organizations Finance and Payroll departments with matrix responsibilities to Revenue Cycle functions
  • Provide the Board of Directors CEO and OCH management monthly financial performance and trending data including key performance metrics for all health center lines of business including OCHs retail Pharmacy
  • Forecast and identify trends that impact the organizations fiscal responsibilities and strategic initiatives
  • Strategize with the CEO on long-range financial planning and management
  • Maintain compliance with all necessary requirements and regulations
  • Act as a vital part of the Executive team providing strategic and financial guidance as it relates to day-to-day operations growth opportunities including collaboration on meeting or exceeding organization key performance indicators
  • Primary direct liaison and presenter to Board Finance Committee and Board Audit Committee
  • Identify areas to enhance revenues and to decrease expenses without compromising patient care services or strategic initiatives
  • Work with management team to develop the annual budget for approval by Board of Directors; this includes creation and establishment of annual financial objectives that align with the organizations plan for growth and expansion
  • Continually assess the effectiveness of all financial management controls including ensuring internal controls are in place throughout the organization
  • Develop financial forecasts considering external financial factors such as changes in the legislative and regulatory environment and/or OCH strategic plan grants revenue operating and/or capital budget expenditures
  • Ensures annual financial audit is completed timely with no material findings
  • Continually manage OCH cash flows and identify trends that impact cash availability
  • Monitor Pharmacy performance including financial performance inventory utilization billing and collections inventory management and vendor relations
  • Pursue all financial activities in conjunction with the CEO to expand the health center including but not limited to enhanced education and training related to rules and regulations affecting FQHCs (scope changes rate setting etc.)

Additional Duties

  • Review and negotiate a variety of contracts including but not limited to payer and grant contracts
  • Governance of overall health center and Pharmacy Accounts Receivable and cash collection activities
  • Responsible for fiscal oversight of a wide variety of grant fiscal activities including but not limited to HRSA and Ryan White
  • Ensure timely and accurate submission of HRSA UDS and other required regulatory reports
  • Ensure related necessary Medicare cost report and MediCal rate setting change in scope and reconciliation reports are accurate and completed timely
  • Review and manage OCH financial systems and procedures to ensure corporate compliance with OCH financial policies and procedures GAAP and other rules and regulations from governing bodies
  • Promote HRSA Compliance through the execution and monitoring of sliding fee scale fee schedules and financial oversight of the 340B Pharmacy Program
  • Function as OCH external representative on financial matters ensuring OCH maintains a positive community standing
  • Function as Authorized Official for HRSA OPIAS and CMS adhere to all pertinent guidelines.
  • Explore and pursue fundings made available to FQHCs
  • Travel as needed (less than 10%)
  • Other duties as assigned

SUPERVISORY RESPONSIBILITIES

Direct reports: Controller other finance/accounting staff; total department about 12

MINIMUM REQUIREMENTS

  • B.S. in Accounting or Finance or equivalent work experience which results in strategic and operational expertise and managing the finances for a $100m budget organization prepared to grow typically 10 years
  • Expertise in the following areas typically gained from 5 years in a supervision capacity
    1. Developing department objectives and measurements to meet organizational goals
    2. Staff selection and development
    3. Management of department workload
  • Healthcare experience required FQHC preferred

PREFERRED BACKGROUND

  • Advanced knowledge and understanding of Generally Accepted Accounting Principles (GAAP)
  • B.A. and/or C.P.A. license
  • Knowledge of federal state and private grants
  • Knowledge of non-for-profit accounting
