TheProfessional Services Management Unit (PSMU) manages procurement of all professional and specialty consultant talent that supports divisions units and travel modes of NCDOT.
For more information view the Professional Service Management Unit Video.We are looking for an Engineering Manager I to lead and manage all phases of professional or specialized firm contract administration and contract and invoice review and approval.
In this role you will:
- Manage and direct all phases ofProfessional and Specialized Services Firm (PSSF) contract procurement/administration and invoice approval.
- Serve as the Departments PSSF Technical Expert leading Business Units / Modal Divisions on all standard and unique PSSF contracting opportunities.
- Develop implement and monitor policies and procedures for Procurement and Administration of PSSF to ensure fairness and compliance with State and Federal Regulations.
- Oversee and monitor approval ofSAPworkflow and supervise direct and guide a team of advanced-level engineers and support staff to ensure completion oftimely approvals ofPSSFcontracts task orders and invoices.
- Lead resolution on issues raised by the Office of Inspector General External Audit and the Financial Management Division as well as issues involving contract and pay rate disputes.
- Monitor and completeperformance evaluations for subordinate advanced-level engineers and support staff and provide coaching on their performance and the progress of their professional development.
- Act as a technical advisor for various Department and Industry Committees and work groups.
- Manage web-based advertisements establish standard documentation and provide reviews and approvals of work-day estimates for Local Government Associations Professional and Specialized Services Contracts.
- Provide oversite and leadership on PSMUs overall programs and program delivery staff and staffing and budget and resources.
Knowledge Skills and Abilities / Competencies
Applicants must submit an application that clearly reflects work experience that demonstrates the following:
- Experience leading personnel in applying professional engineering theories techniques practices and procedures to ensure work adheres to local state and federal regulations.
- Experience anticipating addressing and resolving complex problems making timely decisions and utilizing collaboration to facilitate program delivery and increase organizational effectiveness.
- Experience developing and/or reviewing scope work-day estimates contracts progress reports consultant evaluations and invoices.
- Experience managing and directing personnel leading multi-disciplinary teams through process improvements and conflict resolution promoting teamwork and fostering communication with NCDOT Staff and Consultants.
- Experience developing interpreting and applying NCDOT and FHWA Procurement processes and policies as it pertains to Professional and Specialized Services Firms (PSSF) and Qualifications Based Selection (QBS).
Minimum Education and Experience Requirements

Minimum Education and Experience Bachelors degree in engineering from an appropriately accredited institution and a minimum of six years progressive engineering experience including four years of supervisory experience; or an equivalent combination of education and experience.
Necessary Special Qualifications May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
