Position Overview

The Illinois Environmental Protection Agency (IEPA) Division of Administration is seeking a qualified individual to serve as the statewide LABOR RELATIONS ADMINISTRATOR located in Springfield IL. The selected candidate will possess strong communication skills and be willing to use innovative ways to guide the Agency labor relations program and ensure conformance to the Statewide labor relations policies and practices. This individual should also possess the knowledge and experience to initiate and establish policies standards and procedural guidelines for the management team and work with our Labor partners on employees issues.

Essential Functions

  • Serves as the Chief Labor Relations Administrator for the Illinois Environmental Protection Agency (IEPA). Directs the Agency-wide labor relations program and ensures conformance to the Statewide labor relations policies and practices.
  • Serves as Chief Labor Relations spokesperson for the Agency:
  • Serve as a member of a negotiations team representing the Agency in the negotiation of Statewide agreements and supplemental agreements with the various bargaining units.
  • Develops and implements Agency labor relations training program
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four years of college preferably with courses in business or public administration.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in labor relations within a public or private business organization.

Preferred Qualifications

  • Prefers at least (3) three years of experience with a public or private business programs and service objectives activities and operational systems.
  • Prefers at least (3) three years of experience participating in Master and Supplemental Contract Negotiation(s) with labor partners.
  • Prefers at least (3) three years of experience in analyzing and interpreting labor and employment contracts within a public or private organization.
  • Prefers at least (3) three years of experience in serving in a liaison or representative capacity in contract negotiations labor management meetings supplemental negotiations Civil Service Commission (CSC) hearings.
  • Prefers at least (3) three years of direct experience with internal administrative investigatory practices.
  • Prefers at least (3) three years of experience developing and maintaining cooperative working relationships both internally and externally in a public or private organization.

Conditions of Employment

  • Requires a current valid drivers license and the ability to travel.
  • Requires the ability to pass a name-based background check.
  • Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or last-minute overtime. This requires the ability to work evenings and weekends.
  • Requires the ability to use an Agency issued cell phone.
