POSITION SUMMARY
Do you have a strong fiscal and/or accounting background Professional administrative and supervisory experience We are looking for you! The Illinois Department of Central Management Services is looking to bring on board a Finance & Administration Manager to serve as head of the fiscal department within the Bureau of Fleet Operations. This position serves as a policy formulating manager in all aspects of fiscal administration. As the Finance & Administration Manager duties also include overseeing and controlling budget preparation using fiscal and accounting principles standards and techniques. All are encouraged to apply!
POSITION ESSENTIAL FUNCTIONS
- Subject to administrative approval of the Division Manager of Fleet Operations and under functional direction of the Chief Fiscal Officer of CMS implements fiscal and operational policies for the Fleet Operations Bureau and the Division of Vehicles (DoV).
- Works in concert with the Director Assistant Director Chief Fiscal Officer Deputy Director Division Manager Operations Manager Regional Managers Garage Supervisors and the Bureau of Strategic Sourcing to identify to prioritize initial and on-going budgetary requirements and associated issues.
- Performs initial on-going analysis of existing fiscal operations internal accounting systems budgetary requests etc. to make recommendations to agency administration for enhanced control and increased cost savings leading to greater effectiveness and economy for the statewide Fleet Operations.
- Serves as an agency representative on behalf of the Division Manager Deputy Director Assistant Director and Director to all internal and external entities including the Governors Office the legislature public private and federal officials on Contract Administration issues.
- Serves as full line supervisor.
- Works in concert with the Chief Fiscal Officer to oversee staff in the development and maintenance of Financial Office and statewide fleet management budget and spending plans.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge skill and mental development equivalent to the completion of four years of college with courses in accounting fiscal management finance or related.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience working with public accounting and fiscal management standards and techniques.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience working with fleet/vehicle management.
PREFERRED QUALIFICATIONS
- Prefers four (4) years professional experience developing and implementing a financial program.
- Prefers four (4) years professional experience developing policies procedures and performance standards both independently and in conjunction with other entities.
- Prefers four (4) years professional experience managing staff and fostering a team environment maintaining satisfactory working relationships and dealing tactfully with controversial problems.
- Prefers two (2) years professional experience estimating and budgeting for future needs and cost of personnel space equipment supplies and services.
- Prefers four (4) years professional experience analyzing administrative programs and adopting effective courses of action.
- Prefers two (2) years professional experience working with accounting systems such as the Systems Applications and Products (SAP) data management program.
- Prefers two (2) years professional experience working with procurement management systems such as BidBuy.
- Prefers a bachelors degree in accounting business administration or finance.
CONDITIONS OF EMPLOYMENT
- Requires completion of a background check and self-disclosure of criminal history.
- Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or last-minute overtime. This may require the ability to work evenings and weekends.
- Requires a valid drivers license and the ability to travel in the performance of duties with overnight stays as appropriate.
- Requires the ability to use agency technology/equipment (i.e. mobile phone laptop etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
- Requires ability to attend seminars conferences and trainings to stay current on methods tools ideologies or other industry related topics relevant to the job duties.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
