Description

The City of Richmond Department of Social Services is seeking a highly qualified candidate to fill the position of Family Services Supervisor. The successful candidate will be responsible for providing supervision to one of three In-Home Prevention Units supervising staff and providing oversight of case management of social services provided to children and families while ensuring compliance with agency state and federal policy regulations. The In-Home Prevention units are tasked with working with parents families and children who are in need of emergency and supportive services to prevent abuse and neglect and out-of-home placements due to crisis situations.


Duties include but are not limited to

  • Providing supervision including selecting or recommending selection of new hires training counseling disciplining and terminating or recommending termination to Family Services Workers and Support Staff
  • Developing and monitoring performance measures
  • Assigning monitoring and evaluating case activities and statistical data as mandated by Federal State and local laws policies and regulations to ensure program compliance
  • Assessing the need for crisis intervention and authorizes action to be taken
  • Tracking and authorizing payment allocations for clients
  • Reviewing and approving expenditures
  • Responding to court requests
  • Providing regular information to Program Manager regarding case updates case monitoring employee performance etc.
  • Performing payroll-related and other administrative duties
  • Representing the Agency with other agencies task forces departments court and City personnel
  • Monitoring and interpreting new Federal State and local laws and implements changes as necessary
  • Participating in community advocacy programs and provides Social Services information to other professionals and City citizens
  • Working nights and weekends when necessary
  • Performing other related duties as required
**City of Richmond Department of Social Services employees may be required to work during inclement weather and during declared emergencies.**

Qualifications Special Certifications and Licenses

KNOWLEDGE SKILLS AND ABILITIES:

Considerable knowledge in State and agency policies (e.g. IVE Medicaid) and laws as it applies to social services programs such as foster care adoption CPS etc.; Effects of vicarious trauma cycle of violence;Social/human behavioral theories (e.g. systems theory cycle of poverty); Community resources; and Family Preservation and closely related programs such as CPS Foster Care and CSA.

Demonstrated skills in Interpreting court documents/orders; critical thinking; Interpreting and enforcing personnel rules; writing and reviewing court reports; oral/written communication and computer proficiency including software and database programs.

Demonstrated ability in lead and manage others; thinking critically; manage time effectively; make sound judgments; interact with judges/attorneys; and work with diverse populations.

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelors degree in social work human services or directly related field
  • Masters degree in social work preferred
  • The human services degree requirement must include 30 semester hours/45 quarter hours of human services or social/behavioral educational credits as defined by the City
  • Five years of related experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
LICENSING CERTIFICATIONS and/or OTHER SPECIAL REQUIREMENTS:

  • Valid Commonwealth of Virginia Drivers License with a satisfactory driving record.
PREFERRED QUALIFICATIONS:
  • Masters degree in Social Work
  • Child Protective Services (CPS) Certification
  • Commonwealth of Virginia Social Work license
  • Supervisory or work leadership experience
  • Familiarity with available community services/providers
  • Strong basic computer communication and organization skill sets
  • Experience with crisis intervention/counseling and extensive knowledge of current practices in specialized areas of social work such as homelessness domestic violence substance abuse sexual abuse human trafficking foster care child protective services and the juvenile court system highly desired.
