Job Description

Brief Overview of Position:

Strategic Operational Solutions Inc. (STOPSO) is seeking candidates for a Procurement Specialist role. The work will be conducted both onsite and via remote support but candidates must be in the greater Washington DC area.

Requirements and Primary Responsibilities:

  • Responsible for the plans and implementation of activities related to the procurement of raw materials goods and services
  • Compiles and analyzes statistical data to determine the feasibility of buying products and to establish price objectives
  • Approves and qualifies vendors obtains quotes examines bids and makes awards. Follows up on all orders from awards to closeouts
  • Confers and negotiates with suppliers and analyzes suppliers operations to determine factors that affect prices and to determine lowest cost consistent with quality reliability and the suppliers ability to meet required schedules. Reviews proposals negotiates prices selects or recommends suppliers analyzes trends and maintains necessary records
  • May prepare requests for proposals (RFP) and bid packages
  • Negotiates and settles with suppliers regarding damage claims rejections losses return of materials over-shipments cancellations and engineering changes
  • Follows applicable anti-corruption ethics laws and regulation
  • Coordinate products and taskings across the acquisition process and life cycle phases
  • Prepare configure and staff all milestone documentation
  • Assist with determining contracting strategy preparing contracting documents and coordinating activities with program stakeholders
  • Assist in providing contract oversight for assigned products
  • Identify cost schedule and performance tradeoffs
  • Develop and draft acquisition documentation

What You Must Bring to the Table:

  • Bachelors degree and minimum 4 years of prior relevant experience or Graduate Degree and a minimum of 2 years of prior related experience
  • Knowledge of Supply Chain Principles and concepts in Defense Contracting
  • Knowledge in the procurement processes of military grade and commercial products
  • Active Secret Clearance
  • Knowledge of International Traffic in Arms Regulations (ITAR) Federal Acquisition Regulations (FAR) and Defense Acquisition Regulations (DFAR) Extensive experience working in Federal IT or other related industry experience
  • Experience purchasing commercial-off-the-shelf (COTS) items custom metal fabricated parts vacuum brazed chassis 3D Models and / or complex electrical components and assemblies
  • Knowledge of purchasing commercial IT equipment through Army CHESS
  • A self-starter with excellent written and verbal communication skills
  • Advanced Excel skills including use of pivot tables lookup tables etc.
  • Identify material constraints and develop/execute risk mitigation plans to reduce overall Program risk
  • Knowledge of FAR/DFAR ITAR EAR and other related requirements
