The City of Abbotsfords Operations Department is seeking a self-motivated hard-working individual tojoin theirteam as a Wastewater Treatment Plant Operator II at the J.A.M.E.S Wastewater Treatment Plant.

If you are not yet fully qualified for this position you may be eligible to participate in a full-time skill development program designed to prepare you to become a Wastewater Treatment Plant Operator II. A Wastewater Treatment Plant Operator II is responsible for the technical and skilled work pertaining to the operations and maintenance of the J.A.M.E.S Wastewater Treatment Plant while assisting your team in the overall achievement of efficient operation of the wastewater treatment facility. This position requires thorough knowledge of secondary wastewater treatment chlorination and dechlorination principals and practices wastewater analysis procedures and the ability to interpret laboratory data and test results for efficient plant operations.

The successful candidate if entering the Wastewater Treatment Plant Operator II - Development Program will be required to complete the entire program to the final level; a maximum of 36 the course of the development program candidates will not be eligible to apply to other positions in the City of Abbotsford. You must complete the development program as well as 12 months in the end level (Wastewater Treatment Plant Operator II) position.

To be eligible to take advantage of this exciting opportunity candidates must possess the following minimum qualifications:

  • Grade 12 or Equivalency (GED)
  • 90 hours (9.0 CEUs) in an approved basic operator training course.
  • 3 months experience (minimum 500 hours) at Class 1 or higher facility/system.
  • Ability to obtain Class 3 BC Drivers Licence.
  • Ability to obtain WorkSafe BC Occupational First Aid Level II certification.


Once fully qualified you will have:

  • Grade 12 or Equivalency (GED)
  • EOCP Level II (Wastewater Treatment)
  • 3 years experience in the operations and maintenance of a secondary wastewater treatment facility.
  • EOCP Chlorine Handler Certificate
  • First Aid Level II
  • Class 3 BC Drivers Licence


Please note: Fully qualified candidates will be considered before those eligible for the development program. Qualified candidates will be asked to submit a satisfactory Drivers Abstract.

Wastewater Treatment Plant Operator II - Development Program

The City of Abbotsford will always seek to hire qualified candidates first to any vacant position. However the parties recognise that for certain positions it is difficult to attract fully qualified candidates. Therefore where fully qualified candidates cannot be attracted and the City of Abbotsford decides to implement a Wastewater Treatment Plant Operator II -Development Program the following will apply.

The purpose of the Program is to take candidates with the base minimum qualifications established for the Development Program to develop into a Wastewater Treatment Plant Operator II Position and provide them with a means to reach that end level position.

The Program requires commitment from both parties to achieve the end level Wastewater Treatment Plant Operator II position.

Program Selection:

The normal and established selection process will be followed. However where no qualified candidates have been identified and the City of Abbotsford determines to offer a development opportunity the following additional selection criteria will apply:

  • Candidates must commit in advance to completing the Wastewater Treatment Plant Operator II Development Program.
  • During the course of the Wastewater Treatment Plant Operator II - Development Program candidates will not be eligible to apply to other positions in the City of Abbotsford until they have completed the Wastewater Treatment Plant Operator II Development Program and 12 months in the end level position.
  • Candidates must possess the following minimum qualifications to enter the Development Program:
  • Grade 12 or Equivalency (GED)
  • 90 hours (9.0 CEUs) in an approved basic operator training course.
  • 3 months experience (minimum 500 hours) at Class 1 or higher facility/system.
  • Ability to obtain Class 3 BCDrivers Licence.
  • Ability to obtain WorkSafe BC Occupational First Aid Level II certification.


Where two or more candidates have applied for the Development Program with equal qualifications selection preference will be given to the senior candidate.

Program Requirement Progression:

The Wastewater Treatment Plant Operator II - Development Program is a maximum 36-month program. The candidate must meet the entry qualifications as defined in the chart below. Pay progression will occur upon completion of the defined milestones.

Entry

Education: Completion of 90 hours (9.0 CEUs) in an approved basic operator training course
Experience: 3 months experience (minimum 500 hours) at Class 1 or higher facility/system.
Certifications/Licences: Valid BC Drivers Licence.
Pay Rate: PGRD204 Entry Rate

Milestone 1

Certifications/Licences: Complete Occupational First Aid Level I & Complete Chlorine Handler Certificate.
Pay Rate: PGRD270 Entry Rate

Milestone 2

Experience: Complete 1100 hours in/at Class 1 or higher facility/system.
Certifications/Licences: Complete Occupational First Aid Level 2.
Pay Rate: PGRD203 Job Rate

Milestone 3

Experience: Complete 1800 hours in/at Class 1 or higher facility/system.
Certifications/Licences: Obtain EOCP-Level 1 Certification (Wastewater Treatment).
Pay Rate: PGRD204 Job Rate

Milestone 4

Experience: Complete 3000 hours in/at Class 1 or higher facility/system.
Pay Rate: PGRD270 Job Rate

Milestone 5

Experience: Complete 4200 hours in/at Class 1 or higher facility/system.
Pay Rate: PGRD490 Entry Rate

Completion

Experience: Complete 5400 hours in/at Class 1 or higher facility/system
Certifications/Licences: Obtain EOCP Level 2 Certification (Wastewater Treatment). Obtain Class 3 BC Drivers Licence
Pay Rate: PGRD211 Job Rate

Program Expenses:

The City will cover the cost of approved and required educational courses and materials in accordance with the Citys S01-06 Training and Development Policy.

Time to Complete the Educational Requirements:

Candidates will be given time off without a loss of pay in order to attend educational courses that are only offered during working hours. Without loss of pay means the Employee will be paid as if they were at work while attending the courses or development programs. Educational courses that are provided outside of working hours will not be compensated. For educational courses that run before or beyond regular working hours will not attract overtime.

Successful Completion of Program:

A Candidate who successfully completes the Wastewater Treatment Plant Operator IIDevelopment Program will upon completion be placed in the Wastewater Treatment Plant Operator IIposition on a Full-Time Regular basis and be required to complete 12 months of service in the position before being eligible to apply to other positions.

Unsuccessful Completion of Program:

Internal Hires:

Where Internal Candidates do not complete the Program because they are unsuccessful the City will look for vacant positions commensurate with the candidates knowledge skills and abilities for placement opportunities. If there is no vacant position the Employee will be laid off and put on recall for 18 months to any positions commensurate with their knowledge skills and abilities.

External Hires:

New hires shall be considered probationary as described below for the duration of the Wastewater Treatment Plant Operator IIDevelopment Program and during such probationary period the following benefit limitations shall apply:

  • Shall not attain seniority until completion of the first ninety (90) days worked.
  • For any reasons other than just cause (such as performance conduct etc.) may be terminated during Development Program with:
  • Five days notice or pay in lieu of notice if the employee has 90 paid days or less of employment with the City.
  • Ten days notice or pay in lieu of notice if the has ninety (90) or more paid days of employment with the City.
  • Shall be eligible for benefits in accordance with the Collective Agreement.
  • Shall not be eligible for Article No. 16 Layoff and Recall until they have completed the Development Program.
  • New Hires that complete seventy-five (75) per cent of the Development Program but who do not subsequently achieve a performance level which would allow progression to the end level Wastewater Treatment Plant Operator II position may be allowed to apply to a lower job classification vacancy for which they have the knowledge skills and abilities to perform subject to there being a vacant position for which more senior employees have not applied for.
