Within the Division of Motor Vehicles (DMV) The Vehicle Services Unit exists to ensure compliance with the laws that govern the vehicle title and registration process as outlined in the Colorado Revised Statute and rules and regulations that delineate the vehicle title and registration functions set forth in the Colorado Code of Regulations the International Registration Plan and in accordance with DPPA requirements. This position is primarily an on-site position. Employee may be required on occasion to work from home for brief periods of time. In such instances staff member will be responsible to provide and maintain a home office or other suitable remote work location as well as internet and a secure Wi-Fi connection. All performance expectations productivity and policy adherence requirements apply to remote work from home in exactly the same manner as they are to employees who are currently on site.
The Vehicle Services Program (VSP) is seeking aVehicle Services Office Managerto supervise and directVSP including one Administrative Assistant III and nine Administrative Assistant IIs. Ensure that customers coming in for title and registration and International Registration Plan (IRP) transactions are served timely and accurately.
Duties include but are not limited to:
Provide technical knowledge and guidance develop and control methodology provide staff support and problem resolution within the unit.
Provide employees with training manuals and reference material to complete their tasks in the most efficient manner. Determine staffing needs for the VSU and interviews and hires personnel when needed.
Assist employees state agencies counties and the general public with difficult title questions by telephone written correspondence and in person.
Review current motor vehicle statutes and other reference material to ensure rules and regulations are followed.
Review and provide suggested changes to the Colorado Title and Registration Administrative Manual and motor vehicle forms in conjunction with Colorado Revised Statutes rule legislative changes and federal law.
Review and provide suggested changes to improve processes to positively impact customer service.
Monitor workload and shift resources to ensure processing goals are met. Develop monitor and evaluate work standards evaluate employee performance within the established standards. Assign work approve/disapprove leave and train new employees.
Conduct employees performance planning and evaluations resolve personnel issues or initiate corrective actions and make recommendations for disciplinary actions when necessary.
Compile statistical reports by computing performance data and measuring overall workflow within a predetermined specified time frame(s).
Log suspected fraud investigation requests submitted by law enforcement county clerks and the general public. Forward investigation requests to the appropriate investigations unit.

MINIMUM QUALIFICATIONS:
Experience Only:Four (4) years of relevant experience in a customer facing office and/or general clerical experience
General Clerical work experience is typically performed by office clerks and/or administrative assistants. This includes but is not limited to tasks such as:
Experience providing exceptional customer service in-person or via email online and interfacing with a variety of people from many levels within the organization and community.
Data Entry including: entering information into a program or database (appointments contact information customer records)
Regular daily work responsibilities utilizing equipment and software used in offices (E-Mail Microsoft Office programs (Word Excel PowerPoint) Google Apps etc.)
Regular daily work responsibilities utilizing computer systems scanners printers copiers and other technologies
Typing professional emails letters reports briefings forms memoranda etc.
Reviewing and comparing data for accuracy and completeness. Gathering specified information and compiling routine reports
In order to be considered for this position your general clerical experience must be documented on your application. (Part-time experience will be pro-rated.)
OR
Education and Experience:A combination of related education inBusiness Public Administration Political Science Management and/or relevant experience in customer service and/or general clerical experienceequal to four (4) years
Preferred Qualifications:
Experience with vehicle title and registration applications
Experience with the International Registration Plan (IRP)
Experience running a customer facing and cash handling office
Problem solving abilities
Supervisory experience of 5 or more people
Customer focused
Conditions of Employment with the CDOR:
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty integrity and public confidence.
As a condition of employment with the CDOR all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Have an assigned State fleet vehicle
Are required to operate a vehicle as part of the position
Utilize a State fleet vehicle as a pool vehicle
