Job Description

Position Summary

Big Bend Community College (BBCC) a rural college serving vibrant culturally rich communities in Columbia Basin of Central Washington invites applications for a Fiscal Technician 3 in the colleges Business Office.


Under the direction of the Assistant Director of Finance independently perform all Accounts Payable functions for vendor payments. This includes checking and posting invoices resolving invoicing and receiving discrepancies and processing direct pay invoices for payment. Use independent judgment to perform all related duties necessary to process invoices for payment on a timely basis in accordance with current regulation policies and procedures.

Essential Job Duties

Primary essential responsibilities will include but not be limited to the following:

  1. Make payments against Purchase Orders (PO) matching invoice and purchase orders zeroing and closing POs out when necessary.
  2. Review all payment documents not on a Purchase Order for accuracy and completion and enter into AP system.
  3. Responsible for coding payments for correct sales tax or use tax as set forth in Department of Revenue regulations.
  4. Request the cancellation of checks when necessary and make approved corrections to invoices once check cancelled.
  5. Maintain desk manual describing current procedures used to complete assigned duties.
  6. File and retrieve documents maintained by Accounts Payable.
  7. Reconcile general ledger accounts as necessary including reconciliations to vendor statements and backing up travel and/or expense advance reconciliations.
  8. Process all incoming mail to include date stamping sorting and match-up with POs.
  9. Assist higher-level fiscal personnel with summary information and analysis of records and reports.
  10. Respond to inquiries and requests for information.
  11. Review and assess payment documentation ensuring documentation includes evidence of authorization for purchase receipt of goods or services personal service contracts and proper approval for payment. Contact vendors purchasing office budget managers and/or supervisors to obtain additional information to resolve discrepancies and/or process payment.
  12. Audit/review and sign payment documents for contracts utilities travel refunds reimbursements and other miscellaneous vouchers and prepare and input batches into computerized system.
  13. Assign and create vendor numbers to the vendor file and maintain vendor file (including name address city state zip code telephone number tax identification number and 1099 code and 1099 type).
  14. Understand IRS regulations pertaining to 1099-MISC reporting and monitor the input of appropriate information/flags into computerized system. Review data and initiate process for filing of IRS form 1099-MISC.
  15. Check and reconcile daily reports and review daily diagnostic reports and take appropriate action.
  16. Prepare handwritten checks and monitor outstanding check report and investigate check over sixty days old.
  17. Backup cashier and customer service specialist.
  18. When necessary assist Director of Purchasing with Central receiving responsibilities.
  19. Perform all phone orders and scan updates.

Minimum & Desirable Qualifications

MINIMUM QUALIFICATIONS:


  1. High school graduation or equivalent.
  2. Fifteen quarter hours or ten semester hours of college-level accounting or bookkeeping.
  3. Two years of full-time experience in accounting or bookkeeping or equivalent including experience using accounting-related software. An Associate of Arts Degree or equivalent in accounting or business from an accredited college may substitute for one year of required experience OR equivalent combination of education and experience.
  4. Intermediate word processing and spreadsheet skills.


DESIRABLE QUALIFICATIONS:


  1. Associates degree or higher education from an accredited institution of higher education.
  2. Three years accounting or bookkeeping experience.
  3. Advanced computer skills with Microsoft Office programs.
  4. Theoretical and working knowledge for GAAP as well as ability to apply and utilize these principles.
  5. Knowledge of and ability to comply with Revised Code of Washington (RCWs) OFM rules and college policies and procedures relating to Accounts Payable.
