THE POSITION
The Special Districts division is seeking a proactive Management Assistant to support financial and administrative functions related to the Citys various special financing districts including Landscape Maintenance Districts and Community Facilities Districts. This role requires strong multitasking skills and collaboration with internal teams external agencies developers and the public to ensure compliance with public facility financing plans special purpose districts and development impact fees. Responsibilities include reviewing development projects tract maps street and grading plans and building permits to verify that required conditions are met while contributing to the divisions fiscal accountability and administrative efficiency.

IDEAL CANDIDATE

Possesses the required knowledge and experience toassist with managing financial and administrative activities related to the Citys Landscape Maintenance Districts Community Facilities Districts Bonded Districts & other special financing districts and the work involving review and implementation of public facility financing plans special purpose districts and development impact fees.Be able toassist with coordination of assigned activities with other divisions departments outside agencies the development industry and the general public. Knowledge of the planning process with new development including the review of tentative development projects tract maps street plans grading plans and building permits as necessary to ensure that all the required conditions have been met.MINIMUM QUALIFICATIONS
A bachelors degree in finance public or business administration or a closely related field; OR equivalent related work experience; ANDat least one (1) year of professional experience performing administrative operations budgetary and similar analyses.DISTINGUISHING CHARACTERISTICS
Management Assistants perform professional analytical and management support work assignments ranging from routine to moderately difficult or assists others in performing more difficult analytical work such as financial reconciliations and project allocation journal entries support of department functions programs goals and objectives. As experience is gained more difficult duties are assigned and performed with greater independence. Incumbents are expected to exercise judgment in applying indicated study methods and analytical techniques and in making sound fact-based recommendations based on study results.
Management Assistant is distinguished from Management Analyst in that incumbents in the latter class perform more difficult research assignments involving gathering and interpretation of data from multiple sources on issues of significant impact and importance while exercising sound judgment in formulating study approach and analytical techniques necessary to achieve expected study results.
THE DIVISION
The Special Districts Division operates under the Financial & Management Services Department. It provides formation administration and management services for special financing districts that were created to provide a dedicated revenue stream for specific programs. Revenue from special district programs finance the construction and/or maintenance of public improvements for specific developments or fund landscape maintenance street lighting parks maintenance public safety and community service programs.
