Description
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

We are hiring aProject Manager Practice within the Community Communications and Stakeholder Relations (CCSR) division to support the delivery and operationalization of our digital engagement platforms and strategic programs. These initiatives are designed to enhance how we connect with communities strengthen stakeholder relationships and improve operational efficiency across the division.

This role is embedded within the Practice Team which plays a critical enabling function across the division. The teams mandate includes leading and coordinating high-impact programs and projects; advancing operational excellence through streamlined workflows processes and data-driven tools; supporting governance compliance and divisional risk management; enabling staff through training and change management; and managing KPI reporting and performance tracking to inform decision-making.

As Project Manager you will lead implementation efforts in an Agile and LEAN environment contributing to the modernization of engagement practices and data-informed service delivery. This position requires strong project management expertise technical fluency and the ability to translate complex requirements into actionable scalable deliverables.

The successful candidate will demonstrate a high degree of political and organizational acuity to navigate a diverse stakeholder environment work across multiple business units and divisions and align initiatives with evolving strategic prioritiesparticularly in the digital engagement space.

What will I be doing
  • Leads and oversees end-to-end project management for complex initiatives ensuring alignment with defined scope timelines budgets and quality standards.
  • Advises on and as appropriate leads the development of project scope planning risk assessments and quality assurance measures to support successful project delivery.
  • Establishes manages and directs project teams ensuring appropriate resource allocation technical capabilities and collaborative alignment to achieve project objectives.
  • Provides strategic oversight and guidance to cross-functional teams throughout the project lifecycle offering direction on planning technical execution estimating prioritization and issue resolution.
  • Leads the development review and approval of key project documentation including project charters work plans schedules stakeholder engagement plans status updates and change management materials.
  • Supports the review of project contract documents such as requests for acquisition purchase requisitions contract amendments and consultant addenda ensuring compliance with policies and standards.
  • Manages project risks by identifying assessing mitigating and communicating risks and related contingency plans to relevant stakeholders.
  • Prepares and monitors project budgets ensuring effective financial oversight and alignment with organizational expectations.
  • Reviews technical and business documentation (e.g. studies specifications proposals) to ensure consistency with internal policies external regulatory requirements and strategic priorities.
  • Develops and delivers presentations and reports to senior leadership highlighting project status risks milestones and proposed resolutions.
  • Coordinates project activities with internal departments vendors service providers and external stakeholders to ensure alignment timely execution and accountability.
  • Builds and manages partnerships with vendors to ensure delivery of business and technical outcomes including digital tools platforms and engagement solutions.
  • Recommends and implements corrective actions to address deviations from project plans and negotiates change orders and revised schedules as necessary.
  • Collaborates with senior leaders to refine and improve project management methodologies templates and standards across the division.
  • Provides oversight of contract administration and assists with vendor negotiations in coordination with Procurement and Vendor Management functions.
  • Ensures effective cost and schedule management throughout the project lifecycle proactively addressing variances and maintaining transparency.
  • Provides functional leadership to matrixed teams by defining roles and expectations delivering performance feedback and optimizing team effectiveness to meet project goals.
What Skills and Qualifications Do I Need
  • Completion of a degree in Business Communications Digital Media Information Technology Public Administration or a related discipline or an equivalent combination of education training and experience.
  • Demonstrated years of progressive experience in project management and coordination preferably within technology-enabled public sector or stakeholder-focused environments.
  • Demonstrated experience managing large-scale multi-disciplinary projects with responsibilities spanning across planning execution budgeting risk mitigation and stakeholder alignment.
  • Project Management Professional (PMP) designation is considered an asset. Familiarity with Lean Six Sigma and Change Management methodologies is beneficial.
  • Knowledge of project management principles and practices applicable to both infrastructure and technology-focused projects including capital and operating components.
  • Proficiency in project management tools and digital platforms with demonstrated ability to support planning tracking and reporting.
  • Solid understanding of digital engagement platforms including websites analytics CRM systems social media and email marketing tools.
  • Experience implementing both infrastructure and software systems is considered an asset.
  • Comfortable operating in fast-paced environments using Agile and LEAN methodologies.
  • Experience with procurement and contract management including the development and evaluation of RFPs oversight of consultants or vendors and alignment with organizational policies and standards.
  • Demonstrated budget management experience including the preparation monitoring and control of project budgets.
  • Strong verbal written and presentation skills with the ability to effectively communicate technical and strategic concepts to senior leadership and cross-functional stakeholders.
  • Proven leadership and team management capabilities with experience motivating and guiding cross-functional or matrixed teams while setting clear expectations and performance standards.
