The Department of Insurance is seeking to hire an Executive I to serve as a Regional Outreach Coordinator (ROC). The ROC participates as critical resource to uninsured populations throughout central and southern Illinois providing information and education regarding health insurance options and rights under State and federal law. Under the direction of the ACA Consumer Outreach Officer the Regional Outreach Coordinator implements the consumer assistance outreach and education activities of Department of Insurance (DOI). This position works with the ACA Consumer Outreach Officer to contribute to the development of important written communications webinar content policy updates and development of training modules related to the ACA marketplace the Get Covered Illinois program. The position researches and responds to technical and complex consumer inquiries from insurers producers health care providers attorneys and other interested individuals organizations or groups such as the Governor Office state and federal legislative offices. The ROC monitors state and federal health coverage policy developments to be able to respond to complex consumer issues and questions. This position travels to events to represent the Department. Get Covered Illinois is the State of Illinoiss new Health Insurance Marketplace. Get Covered Illinoiss mission is to increase access enrollment affordability and choice for individuals and families by connecting them to health insurance plans and savings available through the Affordable Care Act. Get Covered Illinois provides pathways to coverage through a consumer-centric online application platform a Customer Assistance Center localized outreach and education strategies and a network of in-person assisters embedded in communities across the state that help Illinoisans enroll in the coverage that best meets their families needs. Get Covered Illinois is part of the Illinois Department of Insurance and has offices in Chicago and Springfield.

As Regional Outreach Coordinator (ROC) participates as critical resource to uninsured populations throughout northern Illinois providing information and education regarding health insurance options and rights under State and federal law.
Under the direction of the ACA Consumer Outreach Officer implements the consumer assistance outreach and education activities of Department of Insurance (DOI) as Regional Outreach Coordinator (ROC).
Works with the ACA Consumer Outreach Officer to contribute to the development of important written communications webinar content policy updates and development of training modules related to the ACA marketplace the Get Covered Illinois program.
Researches and responds to technical and complex consumer inquiries from insurers producers health care providers attorneys and other interested individuals organizations or groups such as the Governors Office state and federal legislative offices.
Monitors state and federal health coverage policy developments to be able to respond to complex consumer issues and questions.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Prefers at least one (1) year of experience gaining and applying extensive knowledge of the Affordable Care Act and programs affiliated with the program such as Medicaid Marketplace Coverage or other related human service programs.
Prefers at least one (1) year of experience gaining extensive knowledge of ACA consumer assistance programs such as federal Navigators and Certified Application Counselors.
Prefers at least one (1) year of experience gaining extensive knowledge of outreach and consumer education for engaging community members.
Prefers at least one (1) year of experience with public presentations tabling activities public speaking or outreach activities.
Prefers at least one (1) year of experience gaining extensive knowledge of office methods and procedures.
Prefers at least one (1) year of experience gaining extensive knowledge of the functions products and services of the department.
Prefers proven ability to act on behalf of supervisor on various occasions and to coordinate activities within a functional unit.
Prefers proven ability to evaluate information presented and to prepare effective and comprehensive written or oral reports.
Prefers proven ability to establish and maintain satisfactory working relationships with the insurance industry departmental staff and the general public.
Prefers proven ability to articulate insurance terms in a simple and understandable manner.

The Department of Insurance (DOI) regulates the insurance market in the State of Illinois including but not limited to licensing and educating insurance agents investigating Workers Compensation fraud and examining the operations and finances of insurance companies domiciled in the state.
