The Department of Parks and Recreation (DPR)Park Maintenance and Recreation Services Division is looking for Recreation Director IVs for District II (West Honolulu) and District IV (Windward Oahu). General work schedule isMonday - Friday 8:30am - 5:15pm (subject to change).These positions supervise and direct the planning organization and execution of a comprehensive recreation program for a complex of community recreation facilities.

Duties and responsibilities include but are not limited to:
  • Provides overall orientation and supervision of subordinate professionals subprofessionals volunteers and fieldwork students in planning organizing and executing a comprehensive recreation program for varied interests and age groups.
  • Keeps accurate records and submits reports.
  • Evaluates staff and recommends transfers promotions reallocations or demotions; assists in interviewing personnel; counsels employees and takes disciplinary actions as necessary.
  • Visits facilities to observe programs evaluate effectiveness of activities and makes recommendations for improvements.
  • Conducts regular staff meetings.
  • Acts as liaison for the department of various committees boards and organizations.
  • Promotes community-wide interest in recreation programs through a broad public relations program. Establishes and maintains contact with public and private agencies etc.
  • Reviews and enforces fiscal procedures.
  • Inspects facilities and equipment for safety hazards and requests repairs.
  • Attends conferences workshops institutes etc. for professional development.
  • Develops goals and objectives for a complex of community recreation programs in conjunction with subordinate professionals.
  • Has overall responsibility for inventory of equipment and supplies.
  • Assists in developing district budget and CIP requests.
  • Plans recommends and arranges courses of instruction for recreation personnel.
  • Researches prepares and submits grant requests and materials for recreation programs staffing equipment and supplies
  • Conducts in-service training for recreation personnel as necessary.
  • Enforces and helps to develop department policies rules and regulations.
Special Work Requirements: May be required to work weekends nights and holidays. Also may be required to serve as a civil defense worker during emergencies.

Minimum Qualification Requirements

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited college or university with major work in recreation physical education education or a related field.



The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program evidence of comparability or an original transcript.

As part of the hiring process you may be asked to provide documentation to verify your education to satisfy this education qualification requirement. EXPERIENCE REQUIREMENT:
Four years ofprofessional (post-bachelors degree non-clerical) experience in planning organizing and directing recreational activities two of which shall be representative of the next lower level**.

**Experience representative of the next lower level (Recreation Director III) involves independently performing professional work in planning organizing and directingvaried and comprehensive recreational activities (e.g. athletic cultural and/or social recreational activities which are designed to meet the needs and interests of the community and varied age groups). Such experience must demonstrate knowledge of: the principles practices tools and techniques of recreation; playground administration and operation; group behavior; and the ability to: demonstrate qualities of leadership; plan and direct the work of lower-level personnel and/or volunteer workers; plan organize and instruct groups of children and adults in a variety of activities extending to the physical cultural and aesthetic elements of the program; inspire confidence and enthusiasm of groups and individuals and encourage them in group program participation; stimulate interest and obtain the support of the community in the recreation program; maintain cooperative relationships with other staff personnel and the public; evaluate the effectiveness of program elements; and prepare reports.
Substitution: A masters degree in recreation physical education or education from a regionally-accredited four-year college or university will substitute for one year of experience in planning organizing and directing recreational activities.There is NO substitution for the required two years of experience at the next lower level.

Non-Qualifying Experience: Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of sufficient scope level and responsibility to conclusively demonstrate the ability to perform the duties of the position. Experience which did not demonstrate the knowledge and application ofprofessional recreation principles practices tools and techniques will not be considered as qualifying experience.
LICENSE/CERTIFICATE REQUIREMENT:
At time of application possession of a valid:

1) American Red Cross First Aid Certificate or equivalent.

2) Either an American Red Cross or American Heart Association Adult Child and Infant CPR and AED Certificate to include care for choking and obstructed airway or equivalent.

3) Drivers license (Type 3).
