Your Role The Vice President of Community Living provides executive leadership and strategic oversight for all Community Integrated Living Arrangement (CILA) and Intermittent CILA (ICILA) programs in Illinois. This position oversees Community Living Administrators who manage day-to-day operations of residential services and service coordination through frontline staff. The Vice President ensures high-quality person- centered and compliant services grounded in the principles of the Council on Quality and Leadership (CQL) with a strong emphasis on individual rights personal outcomes and full community integration.
Responsibilities Treats consumers with dignity and respect while providing them with the support needed to become as independent as possible. Provide strategic leadership and oversight to Community Living Administrators who supervise House Managers and Service Coordinators across multiple residential programs. Ensure all services reflect the values and standards of CQL including the Personal Outcome Measures (POMs) with a focus on enhancing quality of life and individual choice. Design implement and evaluate systems to ensure the delivery of person-centered supports that promote independence self-direction and natural community inclusion. Oversee service coordination efforts to ensure that individual plans are well-developed timely holistic and effectively implemented. Monitor and evaluate program performance through data-driven quality assurance processes including outcome tracking internal audits and external compliance reviews. Lead and support initiatives to maintain accreditation licensing compliance and alignment with IDHS regulatory requirements across all CILA/ICILA programs. Ensure all residential environments meet health safety licensing and affordable housing standards in collaboration with property and maintenance teams. Collaborate with senior leadership interdisciplinary teams and external stakeholders to build a cohesive and integrated service delivery system. Develop and manage budgets for the Community Living division monitor financial performance and ensure alignment with organizational goals and fiscal accountability. Mentor and develop leadership capacity within the Community Living Administrators and other mid- level leaders. Foster a high-performing and mission-driven culture that values accountability staff development and excellence in service. Serve as the organizational leader in matters related to residential services contributing to long-term planning innovation and systemic improvement. Represent the organization during IDHS site visits audits CQL accreditation activities and other external evaluations. Perform other executive-level responsibilities as assigned. Qualifications Bachelors Degree Preferred. Minimum of five (5) years of senior-level leadership experience in human services including oversight of residential services and supervisory responsibility over multiple sites or teams. At least two (2) years of direct experience supporting individuals with intellectual and developmental disabilities in a community-based setting. Strong analytical project management and decision-making skills. Excellent communication presentation and leadership abilities. Strong knowledge of IDHS regulations related to CILA and ICILA programs as well as Rule 116. Experience with service coordination and person-centered planning processes at a systems level. Proven experience with budget development staff leadership regulatory compliance and quality assurance. CPR certification through American Red Cross (or ability to obtain). Valid drivers license and current proof of insurance with a good driving report. Excellent computer proficiency using a variety of software and web-based applications. Strong organizational communication and leadership skills with the ability to lead through influence and collaboration. Benefits - Generous paid time off
