General Description

Under the direction of the Superintendent/President the Assistant Superintendent/Vice President of Academic Services serves as the Chief Instructional Officer for the District and is responsible for the overall supervision and administration of the instructional program. Essential duties include developing and implementing strategic planning including the Educational Master plan; preparing the schedule of courses the District catalog and other publications; hiring assigning and evaluating full-time and adjunct faculty; coordinating with student services programs and managing instructional budgets. The Assistant Superintendent/Vice President of Academic Services ensures that participatory governance is an integral part of the Districts decision making process; promotes student-centered learning; provides oversight for enrollment management and is the Accreditation Liaison Officer for the District.

Job Duties

  • Promotes effective student-centered learning and teaching methods and techniques and demonstrates sound knowledge of contemporary higher education issues such as distance learning.
  • Provides oversight for course schedule management in order to meet the changing needs of a diverse student population.
  • Provides oversight and leadership in enrollment management and establishing FTES goals for each academic year.
  • Provides leadership in the recruitment onboarding professional development and supervision of academic deans and academic services managers.
  • Represent the District in labor relations with faculty and staff unions including participation in negotiations interpretation of contract language and resolution of instructional matters in collaboration with Human Resources.
  • Supervises and provides strategic direction to the Distance Education Coordinator and Curriculum Coordinator to support instructional quality regulatory compliance and innovation in teaching and learning.
  • Serves as the institutions Accreditation Liaison Officer (ALO) coordinating all aspects of accreditation processes including self-evaluation reports midterm and follow-up reports site visits and ensuring continuous institutional compliance with accrediting standards.
  • Maintains communication with District and college personnel and various agencies to exchange information resolves conflicts and issues and coordinates program services; maintains current knowledge of pertinent legislation rules regulations and technology related to program and service.
  • Prepares reports correspondence and Board of Trustees agenda items on business matters functions and projects and makes necessary presentations.
  • Ensures compliance with Faculty Obligation Number (FON) requirements and oversees accurate reporting to internal and external stakeholders.
  • Supports technology in the classroom and understands the need to review upgrade and maintain equipment and technological systems for teaching learning and administrative support.
  • Provides successful instructional leadership to special programs and the community.
  • Demonstrates extensive knowledge of educational legislation and statewide initiatives actively contributing to statewide efforts related to curriculum policy transfer pathways and instructional practices impacting California community colleges.
  • Organizes attends or chairs a variety of meetings as required; serves on committees and special projects as assigned; coordinates programs and services as appropriate with other District personnel.
  • Chairs the Instructional Council and guides division chairs through ongoing training leadership development and operational support.
  • Understands the differences between Career Technical Education and other instructional programs as well as the synergy between the two.
  • Provides leadership to ensure an effective faculty evaluation system as well as the continued evaluation and improvement of COS instructional program and integrated planning.
  • Improves and maintains quality of instruction at all three District campuses.
  • Promotes the assessment of student outcomes in order to determine the effectiveness of student learning and student development programs.
  • Provides leadership in the development of Board policies and Administrative Procedures pertaining to the instructional program. Reviews interprets and applies these policies and procedures for staff and community.
  • Works to increase the visibility of the District promotes its accomplishments and develops appropriate marketing strategies to enhance the relationship between the District community business/industry and local high schools.
  • Provide oversight for a large-scale dual enrollment program ensuring alignment with college and high school curricula maintaining regulatory compliance and expanding equitable access for K-12 students.
  • Appreciates and promotes the importance of the District campus as an educational and cultural center for the community and especially understands the role of the fine and performing arts and athletics in building bridges to the community.
  • Serves as an advocate on behalf of the District locally statewide and nationally as required.
  • Provides leadership in institutional planning to facilitate the accomplishments of District instructional objectives.
  • Provides leadership and oversight for the Office of Institutional Research and Planning.
  • Provides experience and leadership in the continuing development of an instructional master plan that drives the budget process resource allocation and facilities planning.
  • Protects and expands the Districts fiscal resources by maintaining a prudent financial management system aggressively advocating for student and federal funding and creatively pursues alternative resource development activities.
  • Participates in the development and expansion of the districts infrastructure to handle projected student growth on all three District Campuses and in the communities that they serve.
  • Demonstrates effectiveness and commitment to cultural competency and equal employment opportunity in the hiring of faculty and staff.
  • Assesses on a continual basis the need to recruit and hire faculty and staff in areas of greatest student demand.
  • Acts as consensus builder committed to faculty and staff diversity who uses and promotes an open approachable management style that is inclusive collaborative and enthusiastic and who values and supports staff development motivates employees and acknowledges their contributions.
  • Demonstrates achievement in promoting student enrollment success retention and outcomes.

Qualifications

MINIMUM QUALIFICATIONS:

Any combination equivalent to:

  • A Masters Degree from an accredited college or university orhold a valid California Community College Supervisor credential and
  • Professional experience which should include teaching or nonclassroom faculty experience with administrative experience in the community colleges and/or other post secondary education institutions and/or business and industry.

Licenses and Other Requirements:

  • Valid Californias driver license.
  • An incumbent must be insurable at the standard rate by the employers insurance carrier at all times while employed in this classification by the College of Sequoias Community College District.

  • Prepare and administer budgets; work on multiple projects; meet deadlines.
  • Stay current with trends and technological advancements in assigned areas of responsibility.
