Duties and Responsibilities(* Denotes Essential Functions):

  • Coordinatethe development of sector-driven workforce training for Hawaii residents in areas such as but not limited to the skilled trades (Electrical Plumbing Welding etc.).
  • *Collaboratewith representatives from the UH Community Colleges (UHCC) industry sectororganizations employersand community partners to developpathways that align workforce trainingwith short-term training programs certificates and college degrees.
  • *Coordinate developmentand/or sourcing of curriculum including hiring subject matter experts as needed to develop orassist in the developmentof curriculum.
  • *Recruit hire and evaluate subject matter trainers/instructors for workforce training programs.
  • *Plan coordinate and collaborate with appropriate personnel within the unit and at other UH colleges andadministrative units to create schedule and implement workforce training programs.
  • *Develop and implement new and current programs for local and statewide audiences via face-to-faceonline and/or hybrid delivery.
  • Develop and implement programs that bridge and articulate between credit programs and continuingeducation and workforce development training programs.
  • Coordinatewith program director on financial strategies and budgets to ensure program fiscal solvency and financial returns.
  • Coordinatewith appropriate personnel on marketing public relations recruitment and assessment processes for workforce development training initiatives.
  • Coordinatewith appropriate personnel on service agreements contracts MOUs and MOAs.
  • Recruit training candidates and monitor trainee progress and retention in training programs.
  • Meet program deliverables as related to training development coordination scheduling enrollment and outcomes.
  • Participatein system-wide planning management and implementation of long-range goals and policiesrelated to workforce development.
  • Purchasing responsibilitiesto include processing purchase orders purchase card (P-card) transactions or other purchasing methods following fiscal guidelines to procure course materials equipment consumable items exam vouchers instructor materials and other training resources related to course delivery; work with unit fiscal personnel on such purchases.
  • Outreachand recruitment responsibilities to include planning and implementing activities and events which support workforce development initiatives including but not limited to participation at exhibits and conferences sponsoring events coordinating middle and high school pathway training and activities supporting campus initiatives and activities.
  • Other duties as assigned.


Minimum Qualifications:

  • Possessionof a baccalaureate degree in Business Administration Education Public Administration or related field and three (3) years of progressively responsible professional experience with responsibilities for office administration project management and/or educational program development; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  • Considerable working knowledge of principles practices and techniques in the area of workforce development career and technical education and/or continuing education asdemonstrated by the broad knowledge of the full range of pertinent standard and evolving conceptsprinciples and methodologies.
  • Considerable working knowledge and understanding of applicablefederal and state laws rules regulationsand theoriesand systems associated with workforce development career and technical education and/orcontinuing education.
  • Demonstratedability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the causes of the problems and the resolution of the problems in an effective innovative and timely manner.
  • Demonstratedability to interpret and present information and ideas clearly and accuratelyin writingverbally and by preparation of reportsand other materials.
  • Demonstratedability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  • Demonstratedability to operate a personal computer and apply word processing software.
  • Demonstrated experienceleading projects successfully that involved partners from different sectors and educational systems
  • Demonstratedability to manage and organize documentation and complex information.


Desirable Qualifications:

  • Possessionof a Masters degree in Business Administration Education Public Administration or related field.
  • Familiarity with the UH system including programs processes administration mission and purpose.
  • Experiencein training developing and/or coordinating educational programs.
  • Experience developingand managing effective partnerships with Hawaii employers industry associations labor unions and/or government agencies.
