DHSR Construction Section regulates the physical plant compliance of all licensed health care residential care and jail facilities in North Carolina. Our Mission Statement is centered on making sure that all patients residents and inmates are provided with a safe and suitable environment. Blending office time with travel time in the field this position is for a motivated and energetic person who wants to be a part of a team that impacts positive changes for the citizens of North Carolina.

The Division of Health Service Regulation (DHSR) provides for the health safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services. The Construction Section reviews plans and specifications makes on-site inspections and provides consultation to ensure a safe and proper environment for patients residents and inmates.

As an Engineer I Biennial Residential Team Leader you will lead a team under the direction of the Assistant Section Chief which provides the inspection of existing Adult Care Homes and Mental Health facilities 6 residents or less and respite services in adult day centers under the regulatory authority of the Division to determine compliance with licensing regulations.

Primary responsibilities include:

  • Supervises 6 Engineering Technician III positions. Supervision requires reviewing survey reports and other documents for technical accuracy and adherence to program goals as well as assuring the standards for quality and quantity are met.

  • Interprets historical editions of Building Codes and Licensure Rules as they apply to existing facilities built under a previous years code interact with other state and local government officials as well as train the surveying staff for consistency.

  • Responds to fire investigations complaints and other issues as deemed necessary by the Licensure Sections that oversee these facilities.

  • Approves Fiori time and performs employee Work Plan Performance Evaluations.

  • Supervise schedule and review the work of staff and serve as trainer and resource.

Minimum Education and Experience Requirements

Bachelor s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
