Under the direction of the Vice President of Student Services the Dean of Counseling Services provides visionary leadership in support of teaching and counseling services for our students. This position leads and supports the delivery of counseling instruction academic counseling transfer counseling career counseling and delivery of life skills in the following service areas: Counseling Transfer Center Articulation Placement Career Center Veterans Center Rising Scholars Umoja Puente and counseling courses.

GENERAL RESPONSIBILITIES:

The Dean of Counseling Services collaborates with faculty and staff in the planning implementation and evaluation of educational programs courses and other experiences and possesses knowledge of the 101 matters that will directly result in the educational growth of the students and support advancement of the Colleges vision mission and values.

Administrators may be assigned responsibility for a combination of day evening and weekend programs on-campus and off site. The Dean assumes responsibility for some college-wide functions and is responsible for grants management in their areas. Managers will be expected to perform other duties consistent with their job description.

REPRESENTATIVE DUTIES:

1. Demonstrate a commitment to and support of Cuyamaca Colleges vision mission and values in the Counseling Departments programs and services and within the institution.

2. Demonstrate a commitment to and support of diversity equity inclusion anti-racism and accessibility in support of student success and retention.

3. Manage evaluate and coordinate the service areas within Counseling Services in accordance with legal requirements District policies and sound educational principles and practices.


4. Plan direct and manage Counseling Services in accordance with the Student Equity and Achievement Program to include student access placement advisement and follow up assuring compliance with county state and federal regulations and requirements.


5. Clearly communicate program objectives and offerings to community organizations students staff instructors and others.


6. Request and justify new positions; perform the hiring supervision evaluation and retention of assigned faculty and staff according to Governing Board policy; provide orientation mentoring support and professional development of program faculty and staff.


7. Collaborate regarding faculty teaching assignments and schedules; and ensure appropriate staffing.

8. Prepare budgets program plans and reports and submit through appropriate channels for approval; monitor and control assigned program operating budgets; initiate special fund requests; determine need and priority for capital equipment and materials.


9. Oversee direct and monitor the preparation of various federal state county and school district reports; make presentations regarding assigned programs as necessary.


10. Administer and implement District rules regulations policies and procedures; assist in implementing contract provisions negotiated by the Governing Board and recognized bargaining units representing employees.


11. Attend a variety of meetings as required; chair and serve on committees; participate in professional organizations and community service activities.


12. Facilitate the resolution of student instructor or staff conflicts as they relate to Counseling Services.


13. Assist in preparing catalog material class schedules and other program information as required; recommend and implement new programs to enhance the College program and enrollment.

14. Fulfill responsibilities for a combination of day evening and weekend programs offered by the College and perform other duties consistent with the job description.

15. Perform related duties as assigned.

EDUCATION AND EXPERIENCE:

Any combination equivalent to: Masters degree from an accredited institution plus five years of achievement in management supervision or leadership programs departments or divisions within an institution of higher education with emphasis in one or more of the areas to which the Dean position is assigned.

NECESSARY QUALIFICATIONS:


1. The knowledge experience leadership and vision to represent and lead student services in higher education.


2. Experience and/or knowledge of the areas of program review student learning outcomes assessment and planning in student support services.


3. Organizational skills and management expertise including successful personnel and budget management in Counseling Services and/or other related student support services programs.


4. Ability to communicate effectively both orally and in writing and to represent the college in the community.


5. Experience of administrative procedures and practices in a variety of student services programs.


6. Commitment to the collaborative decision-making process and the collegial process including the ability to work effectively and cooperatively with faculty and staff.


7. Demonstrate sensitivity to and an understanding of students from diverse academic socioeconomic cultural racial and ethnic backgrounds; students who are differently abled and students who identify as part of the LGBTQIA community.

8. Advance the Colleges vision mission and values in the Counseling Departments programs and services and within the institution.

9. Advance the Colleges strategic goals related to access success retention eliminating equity gaps and increasing equity in hiring in the Counseling Departments programs and services and within the institution.


10. Ability to interpret articulate and implement pertinent state and federal laws and regulations concerning community college Student Services including Family Education Rights and Privacy Act (FERPA) California Community Colleges Title 5 Regulations including 101 matters and the California Education Code.


11. Knowledge and experience in the use and development of technology in the delivery of Student Services programs.


12. Demonstrate a commitment to participate in shared governance and communicate that to faculty and staff.
