THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF COMPUTER SYSTEMS MANAGER.
The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.
ACS Office of Information Technology (OIT) is responsible for providing high-quality reliable and sustainable technology services as well as IT support to meet the needs of the families and children we serve through ACS its vendor partners and other City agencies. Within OIT the Project Management Office (PMO) unit provides an enterprise-wide approach to identify prioritize and successfully execute technology portfolios of initiatives and projects that are aligned with the Agencys strategic goals and enable OIT to deliver projects faster cheaper with higher quality and within estimates and expectations. The PMO maintains standards for project management provides guidance and introduces economies of repetitions in the execution of projects. With regards to project governance the PMO implements policies regulations functions process and procedures and responsibilities that define the establishment management and control of projects programs or portfolios.
OIT is seeking an experienced IT Project Manager to deliver large-scale complex enterprise-wide projects. Reporting to the PMO Director within the Center for Technology Ideation and Management the IT Project manager will collaborate with third party systems integrators IT staff other business divisions within ACS and Executives in the orchestration and organization of activities. This position requires leadership confidence independent action initiative a sense of urgency openness to feedback ability to make decisions/take responsibility and manage target outcomes.
The duties and responsibilities of the Project Manager will include but will not be limited to:
- Manage software development projects throughout the Software Development Life Cycle (SDLC) and plan track and drive infrastructure solution builds
- Manage Systems Integrators and Quality Control vendor relationships and engagements including participating in the creation of RFPs scoring of responses selection of vendors etc.
- Determine the resource requirements team roles and responsibilities project risks and schedule for assigned projects
- Create project charter and scope statements weekly status reports risk and issues log and other project deliverables as assigned
- Develop and execute a communication plan to ensure stakeholders at all levels are engaged and expectations are understood and aligned throughout the project lifecycle
- Throughout the project execution ensure tasks and milestones are completed in a timely manner and variances are appropriately escalated
- Provide periodic reports of relevant compelling and succinct project information and metrics for presentation to Executive management
- Ensure that staff and consultants are adhering to published PMO methodologies templates and development standards throughout the project lifecycle
- Participate in the review of project artifacts including technical requirements user experience design architecture testing and implementation documentation
- Identify future support needs and work with appropriate units to ensure effective operationalization of solutions
- Transition project artifacts and knowledge to staff prior to disengaging from a project

COMPUTER SYSTEMS MANAGER - 1005D
Qualifications :
1. A masters degree in computer science from an accredited college or university and three (3) years of progressively more responsible full-time satisfactory experience in Information Technology (IT) including applications development systems development data communications and networking database administration data processing or user services. At least eighteen (18) months of this experience must have been in an administrative managerial or executive capacity in the areas of applications development systems development data communications and networking database administration data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible full-time satisfactory experience as described in 1 above; or
3. A four-year high school diploma or its educational equivalent and six (6) years of progressively more responsible full-time satisfactory experience as described in 1 above; or
4. A satisfactory combination of education and experience equivalent to 1 2 or 3 above. However all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in 1 above including the eighteen (18) months of administrative managerial executive or supervisory experience as described in 1 above.
In the absence of a baccalaureate degree undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative managerial executive or supervisory capacity as described in 1 above.
