Primary Objectives
The Manager-Homeownership Program is a professional staff member responsible for the administration of Tribal housing programs aimed at assisting Tribal Members in achieving and sustaining homeownership. This position involves direct engagement with program participants application processing documentation management and coordination with internal and external stakeholders. The Manager-Homeownership plays a vital role in guiding individuals through the homeownership process while ensuring compliance with program policies and funding requirements. This job description is not an all-inclusive list of the duties and responsibilities of this position. PCI Employees are expected to perform all duties and responsibilities necessary to meet the goals and objectives of applicable programs and departmental objectives as assigned.

Essential Functions
  • Facilitate access to housing programs such as TAHO (Tribal Assisted Home Ownership) Refinance and Down Payment Assistance.
  • Provide high-quality service and communication to Tribal Members pursuing homeownership.
  • Maintain compliance and documentation standards in accordance with Tribal federal and HUD requirements.
  • Assist with the intake review and processing of applications for homeownership-related programs.
  • Evaluate applicant eligibility by verifying income credit history program criteria and supporting documentation.
  • Communicate with applicants throughout the process via phone email mail and in-person meetings.
  • Guide participants through each step of the housing process including prequalification approval closing and follow-up.
  • Address participant issues such as late payments delinquencies compliance issues and housing education needs.
  • Maintain accurate digital and physical files in accordance with Tribal policy using systems like Laserfiche.
  • Collaborate with Senior Managers on reporting budget tracking and audits.
  • Contribute to housing outreach events educational workshops and program presentations.
  • Coordinate with internal departments (Finance Legal Construction) and external partners (lenders inspectors title companies) to support program delivery.
  • Assist with program reporting compliance tracking and data collection for audits or grant reporting.
  • Support updates to housing program procedures and recommend improvements based on participant feedback and observed challenges.
  • Monitor changes to regulations and recommend updates to policies or program criteria.
  • Support the development of promotional and informational materials.
  • Participate in continuing education and training opportunities.
  • Perform other related duties as assigned.
  • Performs other duties as assigned by the appropriate person.
Job Requirements
  • Bachelors Degree in Business Administration or related field with six (6) years of employment experience or a combination of education and verifiable related employment experience in Business Administration or related field equivalent to ten (10) years required.
  • Two (2) years of experience with Federal Rules and Regulations applicable to federal grants contracts programs and funding sources.
  • Two (2) years of experience working with budgets including but not limited to required reports budget modifications etc. required.
  • At least two (2) years of management experience in housing services financial assistance or case management.
  • Familiarity with Tribal housing programs federal housing guidelines (HUD NAHASDA) or similar government-funded initiatives preferred.
  • Knowledge of income verification and loan processes.
  • Proficiency in Microsoft Office Suite; experience with Laserfiche or document management systems is a plus.
  • Strong interpersonal and written communication skills.
  • Ability to maintain confidentiality professionalism and cultural sensitivity in all interactions.
  • Strong organizational skills with the ability to manage multiple tasks and deadlines.
  • Must pass required criminal and character background checks.
  • Ability to travel and work flexible hours including evenings or weekends as needed.
  • Ability to work odd and irregular hours as needed.
  • Must successfully pass the required criminal and character background check.
  • Ability to travel and participate in required training leadership development and other events.
  • Ability to perform all duties and responsibilities of this position adequately and successfully.

Compensation and Benefits
  • The starting pay will depend on factors such as experience level and skillset.
